AUTHORIZE FISCAL YEAR 2024-25 CONTINUED FUNDING APPLICATION\nFOR CHILD CARE DEVELOPMENT PROGRAM FUNDS FROM THE\nCALIFORNIA DEPARTMENT OF SOCIAL SERVICES AND ACCEPT\nFUNDING TO OPERATE CHILD CARE SERVICES FOR FISCAL YEAR\n2024-25 AND ADOPT A RESOLUTION TO CERTIFY APPROVAL OF THE\nGOVERNING BOARD (Report of: Parks & Community Services)\nRecommendations: That the City Council and CSD:\n1. Authorize the submission of a Continued Funding Application (CFA) for\nChild Care Development Program Funds from the California Department\nof Social Services (CDSS) for fiscal year 2024-25; and\n2. Upon approval of the CFA, authorize acceptance of Child Care\nDevelopment Program funds in the approved amount and any subsequent\namendments for Fiscal Year (FY) 2024-25 from the CDSS for the purpose\nof providing school-age child care and development services and\nauthorize the Chief Financial Officer (CFO) or it’s designee to make minor\nmodifications to the budget, based on the final contract amount (which\ncould me more or less than estimated); and\n3. Adopt Resolution No. CSD 2024-___. A resolution of the Moreno Valley\nCommunity Services District of the City of Moreno Valley, California,\ncertifying approval of the governing board to enter into this transaction\nwith the California Department of Social Services for providing child care\nand development services and to authorize designated personnel to sign\ncontract documents for FY 2024-25.

Review and approve My Moval Mural Project Application in the amount of\n$15,000 for District 3 from Andrea Lopez Marquez for the creation and\ninstallation of Be Part of the Story for Change mural at the Main Library\nBranch; and\n4. Review and approve My Moval Mural Project Application in the amount of\n$15,000 for District 4 from Leah Nakaahiki for the creation and installation\nof water conservation themed Succulent’s mural at Fire Station #65; and\n5. Authorize Executive Director and or its designee to enter into an\nagreement for services with the approved artists and request subsequent\npurchase orders.

FOR TRAFFIC SIGNAL UPGRADES\nAT PIGEON PASS ROAD AND IRONWOOD AVENUE – PROJECT 808\n0013 (Report of: Public Works)\nRecommendations:\n1. Award a construction contract to Elecnor Belco Electric, Inc., 14320 Albers\nWay, Chino, CA 91710, for the Traffic Signal Upgrades at Pigeon Pass\nRoad and Ironwood Avenue in the amount of $268,045.00, funded by\nMeasure A and Gas Tax, and authorize the City Manager to execute a\ncontract with Elecnor Belco Electric, Inc. in substantial conformance with\nthe attached contract form;\n2. Authorize the issuance of a Purchase Order for Elecnor Belco Electric,\nInc. in the amount of $308,251.00 (bid amount plus approximate 15%\ncontingency) when the contract has been signed by all parties;\n3. Authorize the Public Works Director/City Engineer to execute any\nsubsequent related change orders to the contract with Elecnor Belco\nElectric, Inc. up to, but not exceeding, a contingency of $40,206.00\nsubject to the approval of the City Attorney; and\n4. Authorize a budget adjustment as set forth in the Fiscal Impact section of\nthis report to provide sufficient budget to complete the construction of the\nTraffic Signal Upgrades at Pigeon Pass Road and Ironwood Avenue.
