ADOPT Resolution No. 2024-XX: a) CERTIFYING the Initial\nStudy/Mitigated Negative Declaration prepared for General Plan\nAmendment (PEN22-0159), Change of Zone (PEN22-0158), Tentative\nTract Map 38458 (PEN22-0156) and Conditional Use Permit (PEN22-\n0157) on file with the Community Development Department,\nincorporated herein by this reference, which was completed in\ncompliance with the California Environmental Quality Act Guidelines,\nand establishing that the City Council has reviewed and considered\nthe information contained in the Initial Study/Mitigated Negative\nDeclaration and that the document reflects the City’s independent\njudgment and analysis; and b) ADOPTING the Mitigation Monitoring\nand Reporting Program prepared for the above-referenced Mitigated\nNegative Declaration (Project #1, South of Iris, Heritage Park\nNeighborhood I); and\n2.
