J.1. HERITAGE PARK NEIGHBORHOODS I AND II, SOUTH OF IRIS AND\nGOYA AT HERITAGE PARK (Report of: Community Development)\nThat the City Council:\n1. ADOPT Resolution No. 2024-XX: a) CERTIFYING the Initial\nStudy/Mitigated Negative Declaration prepared for General Plan\nAmendment (PEN22-0159), Change of Zone (PEN22-0158), Tentative\nTract Map 38458 (PEN22-0156) and Conditional Use Permit (PEN22-\n0157) on file with the Community Development Department,\nincorporated herein by this reference, which was completed in\ncompliance with the California Environmental Quality Act Guidelines,\nand establishing that the City Council has reviewed and considered\nthe information contained in the Initial Study/Mitigated Negative\nDeclaration and that the document reflects the City’s independent\njudgment and analysis; and b) ADOPTING the Mitigation Monitoring\nand Reporting Program prepared for the above-referenced Mitigated\nNegative Declaration (Project #1, South of Iris, Heritage Park\nNeighborhood I); and\n2. ADOPT Resolution No. 2024-XX: a) CERTIFYING the Initial\nStudy/Mitigated Negative Declaration, prepared for General Plan\nAmendment (PEN23-0072), Change of Zone (PEN23-0071), Tentative\nTract Map 38702 (PEN23-0069), and Conditional Use Permit (PEN23-\n0070), on file with the Community Development Department,\nincorporated herein by this reference which was completed in\ncompliance with the California Environmental Quality Act Guidelines,\nand establishing that the City Council has reviewed and considered\nthe information contained in the Initial Study/Mitigated Negative\nDeclaration and that the document reflects the City’s independent\njudgment and analysis; and b) ADOPTING the Mitigation Monitoring\nand Reporting Program prepared for the above-referenced Mitigated\nNegative Declaration (Project #2, Goya at Heritage Park, Heritage\nPark Neighborhood II); and\n3. ADOPT Resolution 2024-XX APPROVING a single General Plan\nAmendment comprised of PEN22-0159 and PEN23-0072, based on\nthe Recitals, Evidence contained in the Administrative Record and\nFindings as set forth in the Resolution, which amends the Moreno\nValley General Plan Land Use map, as described in the Resolution\nand shown in the revised Land Use Exhibits for PEN22-0159 (Project\n#1, South of Iris, Heritage Park Neighborhood I) and PEN23-0072\n(Project #2, Goya at Heritage Park, Heritage Park Neighborhood II);\nand\nProject #1, South of Iris, Heritage Park Neighborhood I\n4. INTRODUCE Ordinance No. XXX and conduct the first reading by title\nonly approving Change of Zone (PEN22-0158) to amend the City\nZoning Atlas based on the Recitals, Evidence contained in the\nAdministrative Records and Findings as set forth in Ordinance No.\nXXX; and\n5. ADOPT Resolution No. 2024-XX approving Conditional Use Permit\n(PEN22-0157), and Tentative Tract Map 38458 (PEN22-0156) based\non the Findings contained in this Resolution, and subject to the\nConditions of Approval included as Exhibit A and Exhibit B,\nrespectively; and\n6. SCHEDULE the second reading and adoption of Ordinance No. XXX\nand Ordinance No. XXX for the next regular City Council meeting.\nProject #2, Goya at Heritage Park, Heritage Park Neighborhood II\n7.
