AUTHORIZATION TO AWARD AN AGREEMENT WITH AMERICAN RAMP\nCOMPANY FOR PUMP TRACK PARK CONSTRUCTION - PROJECT NO.\n807 0058-3015 (Report of: Parks & Community Services)\nRecommendations: That the City Council and CSD\n1. Award an Agreement with American Ramp Company (ARC) for Pump\nTrack Construction and Amenities Only – Project No. 807 0058-3015\nand authorize the City Manager in the Capacity as Executive Director\nof the CSD Executive Director to execute an agreement in substantial\nconformance with the attached agreement in the not to exceed amount\nof $1,600,00.00, and authorize the Executive Director to approve and\nexecute any subsequent change orders subject to the budgetary\namounts previously approved by Council as part of the adopted and/or\namended budget processes and the approval of the City Attorney; and\n2. Authorize the issuance of a Purchase Order (PO) to American Ramp\nCompany in the amount of $1,600,000.00 necessary for completing\nthe construction of this project and process any necessary\nchanges/amendments associated with this purchase order up to the\nbudgetary amounts previously approved by Council as part of the\nadopted and/or amended budget processes.\n3. Adopt Resolution 2024-XX to establish a Citywide Pavement\nRehabilitation Project List for submission to the California\nTransportation Commission for Fiscal Year 2024/25 Senate Bill (SB 1)\nfunding; and\n2. Authorize the Public Works Director/City Engineer to make any minor\nadjustments to the limits of work and minor modifications to the project\nlist, as necessary.

Approve and authorize submittal of the City of Moreno Valley’s\nMeasure A Local Streets and Roads Five-Year Capital Improvement\nPlan for Fiscal Years 2024/25 to 2028/29 and Maintenance of Effort\nCertificate for Fiscal Year 2024/25 to the Riverside County\nTransportation Commission; and\n2. Authorize the Director of Public Works/City Engineer to submit an\nannual amended five-year plan to the Riverside County Transportation\nCommission if changes are made to the listed Measure A projects.

Approve the Second Amendment to the Agreement for Professional\nSecurity Access Control Services with R.D. Systems, Inc., to\nincrease the contract value funded through Facilities Maintenance\n(Fund 7310);\n2. Authorize the City Manager, or their designee, to execute the Second\nAmendment to the Agreement for Professional Security Access\nControl Services with R.D. Systems, Inc., to increase the contract\namount by $200,000 for a total not-to-exceed amount of the five-year\nAgreement of $275,000; and\n3. Authorize the City Manager, or their designee, to execute the Second\nAmendment to the Agreement, any subsequent future amendments,\nand Purchase Orders subject to the approval of the City Attorney, in\naccordance with approved terms of the agreement and within the\navailable budget previously approved by Council.

Award an Agreement for Professional Consultant Services to TKE\nEngineering, Inc. to complete preliminary engineering, design Plans,\nSpecifications and Estimate, environmental, and right-of-way services\nfor the Cactus Avenue Pavement Reconstruction Project between\nElsworth Street and Interstate 215;\n2. Authorize the City Manager to execute the Agreement with TKE\nEngineering, Inc. subject to the approval by the City Attorney;\n3. Authorize the issuance of a purchase order, funded by Development\nImpact Fees (Fund 3301 and 3311), to TKE Engineering, Inc., in the\namount of $128,067 when the Agreement has been signed by all\nparties; and\n4. Authorize the City Manager to execute any subsequent Amendments\nto the Agreement with TKE Engineering, Inc. within the City Council\napproved annual budgeted amounts, including the authority to\nauthorize the associated purchase orders in accordance with the\nterms of the Agreement, subject to the approval of the City Attorney.
