Approve the License Agreement By and Between the City of Moreno Valley and\nthe County of Riverside granting permission from the City to the County of Riverside\nto use Pettit Street as an access road between Locust Avenue and north City limits,\nto perform one-time maintenance of the access road; and\n2. Adopt Resolution Number 2024-XX accepting the Offer of Dedication of Lot B\n(labeled as Pettit Street) offered on Parcel Map 7528 into the City’s non-maintained\nroad system and authorize the Public Works Director/City Engineer to execute the\nAcceptance Certificate to be recorded in the Office of the Recorder of the County of\nRiverside.

I.11 AUTHORIZATION TO AWARD A CONSTRUCTION CONTRACT TO CALIBA INC.\nFOR THE CORPORATE YARD OFFICE BUILDING F (REPORT OF: PUBLIC\nWORKS)\nAuthorization to Award a Construction Contract to Caliba Inc. for the Corporate Yard\nOffice Building F, Project Number 803 0055\nRecommendation(s)\nThat the City Council:\n1. Authorize the award of a contract to Caliba Inc. for the Construction of Corporate\nYard Office Building F Project; and\n2. Authorize the City Manager to execute a contract with Caliba Inc. in the amount of\n$4,613,385.00 funded by the Facility Construction Fund (Fund 3000); and\n3. Authorize the issuance of a Purchase Order to Caliba Inc. for the amount of\n$5,074,723.50 ($4,613,385.00 bid amount plus 10% contingency) when the contract\nhas been signed by all parties; and\n4. Authorize the Public Works Director/City Engineer to execute any subsequent\nrelated change orders to the contract with Caliba Inc. necessary to complete\nconstruction and other related agreements to purchase additional equipment or\nfurniture needed to complete the project up to the budget as previously approved by\nCouncil, subject to the approval of the City Attorney; and\n5. Authorize a budget adjustment as set forth in the fiscal impact section of this\nreport; and\n6. Adopt Resolution No. 2024-XX of the City of Moreno Valley, California, authorizing\na loan agreement between the City of Moreno Valley and the Corporate Yard\nDevelopment Impact Fee Fund.

Adopt Resolution No. 2024-XX: a) Adopting the Initial Study/Mitigated Negative\nDeclaration prepared for the Proposed Project, in compliance with CEQA and the\nCEQA Guidelines, and reflect that the City Council reviewed and considered the\ninformation contained in the Initial Study/Mitigated Negative Declaration and\nexercised its independent judgment and analysis of the Proposed Project's potential\nenvironmental impacts: and b) Adopting the Mitigation and Monitoring and Reporting\nProgram prepared for the Proposed Project, pursuant to CEQA and the CEQA\nGuidelines; and,\n2. Adopt Resolution No. 2024-XX Approving General Plan Amendment (PEN22-\n0133), Conditional Use Permit (PEN22-0136), and Tentative Tract Map 38443\n(PEN22-0130), based on the recitals, evidence contained in the administrative\nrecord, and findings set forth in the Resolution and described and depicted in the\nLand Use exhibit (Exhibit A) for the GPA and subject to the approved conditions of\napproval for the CUP and TTM as shown in Exhibit B of the Resolution; and,\n3. Introduce Ordinance No. XXX and conduct the first reading by title only approving\nChange of Zone (PEN22-0134) to amend the City’s Zoning Atlas based on the\nrecitals, evidence contained in the administrative record, and findings set forth in the\nOrdinance and described and depicted in the revised Zoning Exhibit A of the\nOrdinance; and,\n4. Schedule the second reading and adoption of Ordinance No. XXX for the next\nregular City Council meeting.
