2.H. Acceptance of the Norco MDP Lateral N-1G Storm Drain Project as\nComplete\nRECOMMENDATION:\nAccept the Norco MDP Lateral N-1G Storm Drain Project as complete and\nauthorize the City Clerk to file the Notice of Completion with the County of\nRiverside.

2.I. Adoption of a Resolution to modify the fee waiver incentives in the\napproved Accessory Dwelling Unit (ADU) Legalization Pilot Program.\nRECOMMENDATION:\nAdopt Resolution 2023-68, to modify the fee waiver incentives in the\nAccessory Dwelling Unit (ADU) Legalization Pilot Program.

2.J. Acceptance of the FY 2022-23 Residential Street Overlay Project as\nComplete\nRECOMMENDATION:\nAccept the FY 2022-23 Residential Street Overlay Project as complete and\nauthorize the City Clerk to file the Notice of Completion with the County of\nRiverside.

5.B. Discussion of a Sixth Street Overpass Patriotic Mural - Oral Report\nRECOMMENDATION:\nDiscuss and provide feedback for staff on a Sixth Street Overpass Patriotic\nMural

6.A. Conduit financing for the Clark Terrace Apartments Affordable Housing\nProject\nRECOMMENDATION:\n1) Conduct the public hearing under the requirements of Tax Equity and\nFiscal Responsibility Act (TEFRA) and the Internal Revenue Code of 1986,\nas amended (the “Code”).\n2) Adopt Resolution No. 2023-69, (A) approving the issuance of the\nBonds by the California Municipal Finance Authority (CMFA) for the benefit\nof Clark Terrace LLC, a California limited liability company (the “General\nPartner”), an affiliate of HumanGood Affordable Housing, a nonprofit public\nbenefit corporation (the “Sponsor”), on behalf of Clark Terrace LP, a\nCalifornia limited partnership, or another ownership entity to be formed by\nthe General Partner or another affiliate of the Sponsor (such limited\npartnership or other ownership entity, the “Borrower”), to provide for the\nfinancing of the Project, such adoption is solely for the purposes of\nsatisfying the requirements of TEFRA, the Code and the California\nGovernment Code Section 6500 and following; and (B) authorize the\nMayor or designee thereof to execute the Joint Exercise of Powers\nAgreement with the CMFA.

6.B. Consideration of Alternate Forms of Resolutions to Declare the Results of\nthe Assessment Ballot Tabulation for Landscape Maintenance District No.\n2 - Western Pacific, Tract 25779\nRECOMMENDATION:\nIf there is not a majority protest to the levy of assessment, adopt the form\nof Resolution No. 2023-70 Declaring the Results of the Assessment Ballot\nTabulation, Approving the Engineer's Report, Increasing the Assessment,\nOrdering Maintenance Work Therein, Confirming the Diagram and\nAssessment, and Providing for the Levy of Annual Assessment Therein for\nLandscape Maintenance District 2.\nIf there is a majority protest, adopt the form of Resolution No. 2023-70\nDeclaring the Results of the Assessment Ballot Tabulation, Determining\nthe Existence of a Majority Protest and Abandoning the Proceedings to\nIncrease Such Assessment Therein for Landscape Maintenance District 2.

6.C.
