3.B. Approval of City Council Regular Meeting Minutes.\nRECOMMENDATION:\nApprove the City Council Regular Meeting Minutes of March 6, 2024.

3.C. Acceptance of the First Street Rehabilitation Project as Complete\nRECOMMENDATION:\nAccept the First Street Rehabilitation Project as complete and authorize the\nCity Clerk to file the Notice of Completion with the County of Riverside.

3.D. 2023 Housing Element Annual Progress Report (APR) for submittal to the\nCalifornia Department of Housing and Community Development (HCD) and\nto the Governor’s Office of Planning and Research (OPR).\nRECOMMENDATION:\nReceive and File.

3.E. Acceptance of Bids and Award of Contract for the First Street Storm Drain\nProject\nRECOMMENDATION:\nReject the bid submitted by Pacific West Underground and accept\nremaining bids and award a contract to the next responsible bidder, Kirtley\nConstruction, Inc. dba TK Construction, for the First Street Storm Drain\nProject in the amount of $563,848 and authorize the City Manager to\napprove contract change orders up to 10 percent of the total bid amount.

3.F. Amendment of Fiscal Year 2024-2028 Capital Improvement Program (CIP)\nto include additional funding for the Western Avenue Waterline\nReplacement Project; and accept bids and award contract for the Western\nAvenue Waterline Replacement Project\nRECOMMENDATION:\nAppropriate additional funding for Fiscal Year (FY) 2024-2028 CIP water\nbudget in the amount of $174,000 for the Western Avenue Waterline\nReplacement Project; accept bids, award a contract to MCC Equipment\nRentals, Inc. for the Western Avenue Waterline Replacement Project in the\namount of $1,025,700.61; and authorize the City Manager to approve\ncontract change orders up to 10 percent of the total bid amount.

3.I. Consideration of a resolution of the City Council of the City of Norco\ndeclaring Assessor Parcel Number (“APN”) 129-180-005 as exempt\nsurplus land under the Surplus Land Act\nRECOMMENDATION:\nAdopt City Council Resolution No. 2024-10.

Zone Code Amendment 2024-01 (City of Norco): Second reading and\napproval of Ordinance 1111 approving a City initiated amendment to Title\n18, Section 18.30.46 – Accessory Dwelling Units and Junior Accessory\nDwelling Units, updating provisions related to Accessory Dwelling Units\n(ADUs) and Junior Accessory Dwelling Units (JADUs) to comply with state\nADU Law\nRECOMMENDATION:\nAdopt Ordinance No. 1111, approving Zone Code Amendment 2024-01.

6.A. Discussion of Poultry/Fowl Laws\nRECOMMENDATION:\nDiscuss current Norco Municipal Code as it pertains to poultry/fowl laws\nand provide staff feedback for possible future amendments.

6.B. Discussion regarding Municipal Code Chapter 9.07 - Noise Regulations\nand enforcement options - Oral Report\nRECOMMENDATION:\nDiscuss possible Ordinance updates and provide direction to staff.
