3.C. \nAmended Cooperative Funding Agreement between the City of Norco and \nthe Riverside County Flood Control & Water Conservation District for the \nNorco Citation Drive Storm Drain Project \nRECOMMENDATION: \nApprove the Amended Cooperative Funding Agreement with Riverside \nCounty Flood Control & Water Conservation District (RCFC & WCD) to \ndesign and construct the Norco Citation Drive Storm Drain Project, subject \nto non-substantive changes and approval by the Riverside County Board of \nSupervisors; and authorize the Mayor to execute the agreement.

3.D. \nAcceptance of the 2023-24 Equestrian Trail Fence Project as Complete \nRECOMMENDATION: \nAccept the 2023-24 Equestrian Trail Fence Project as complete and \nauthorize the City Clerk to file the Notice of Completion with the County of \nRiverside.

3.E. \nAcceptance of Bids, Approve Project Plans, and Award Contract for the \nCity Hall Lobby and Security Upgrade Project \nRECOMMENDATION: \nAccept bids, approve project plans, and award contract to Estate Design \nand Construction in the amount of $297,801; and authorize the Interim City \nManager to approve contract change orders up to 10% of the original \ncontract.
