3.B. Approval of City Council Regular Meeting Minutes\nRECOMMENDATION:\nApprove the City Council Regular Meeting Minutes of November 20, 2024.

3.C. Acceptance of Proposals and Award of Contract for the Ingalls Event\nCenter Wayfinding Project (Project No. 54303.16); Approve Project Plans;\nand Approve Budget Appropriation\nRECOMMENDATION:\nAccept proposals and award the contract to Square Signs LLC, dba Front\nSigns for the Ingalls Event Center Wayfinding Project in the amount of\n$136,461, and authorize the City Manager to approve contract change\norders up to 10% of the original contract; approve project plans; and\napprove an additional appropriation of Measure R Funds for the project.

3.D. Approve the Position Title and Salary Range for Code Enforcement\nSupervisor; Add Administrative Assistant Position to the Approved Position\nList for Community Development\nRECOMMENDATION:\nAdopt Resolution No. 2024-55 to approve the position title and salary\nrange for Code Enforcement Supervisor; approve an Administrative\nAssistant position to the authorized position list for Community\nDevelopment; and approve a budget appropriation of $119,000 to the FY\n2024-25 operating budget.

3.E. Approval of Measure R project funding for the design of upgrades to the\nCity Park-N-Ride to meet Caltrans standards\nRECOMMENDATION:\nApprove the addition of the Norco Park-N-Ride Project and a budget\nappropriation of $87,000 (proposal amount plus 10% contingency) to the\nMeasure R list of approved capital improvement projects for fiscal year\n2024-25 to fund design improvements to the City's existing Park-N-Ride to\nmeet Caltrans standards.

3.F. Change Order Request for Norco MDP Line N-3 Storm Drain Project\n(Design)\nRECOMMENDATION:\nReview and approve Change Order Request in the amount of $52,440 for\nthe Norco MDP Line N-3 Storm Drain Project (Project No. 4214.25) and\nincrease the design contract amount for KWC to $132,540 and include\nauthorization for a 10% contingency on design services in case any minor\nadditional design work is required.

3.G. Approve Purchase of Priefert Bucking Chute System and Related\n Equipment for Moreno Arena (Project No. 54303.20); and Approve Project\n Plans\n\n RECOMMENDATION:\n Approve purchase of Priefert Bucking Chute System and related\n equipment in the amount of $68,500, and authorize the City Manager to\n approve contract change orders up to 10% of the original contract; and\n approve project plans.
