City Council: Staff recommends that the City Council approve three 26-1537 FY2026-27 Professional Services Agreements (PSAs) for afterschool program providers: Vista Community Clinic-Project REACH Libby Lake ($88,654), North County Lifeline DBA Lifeline Community Services La Escuelita Crown Heights ($70,916), and North County Lifeline DBA Lifeline Community Services La Casita Crown Heights ($39,004); and authorize the City Manager to execute the agreement upon receipt of all supporting documents.

City Council: Staff recommends that the City Council approve a 26-1509 three-year Memorandum of Understanding with the Oceanside Unified School District to provide School Resource Officers; accept revenue to the City estimated at $530,283 for FY 2026-27, $549,362 for FY 2027-28 and $575,827 for FY 2028-29; and authorize the City Manager, or designee, to execute the Memorandum of Understanding.

City Council: Staff recommends that the City Council accept and 26-1578 appropriate $10,175,938 in additional Federal-Aid funds and authorize acceptance and appropriation of any future federal construction funds awarded for the Douglas Drive Bridge Seismic Retrofit over San Luis Rey River (Douglas Bridge Seismic Retrofit project) through the Federal Highway Bridge Program.

City Council: Staff recommends that the City Council adopt a resolution 26-1624 approving and implementing the Memorandum of Oceanside City Employees’ Association retroactively effective July 1, 2026, through June 30, 2028. GENERAL ITEMS General Items are normally heard after any 6:00 p.m. Public Hearing Items. However, if time permits, some General Items may be heard prior to any 6:00 p.m. Public Hearing Items, following the Consent Calendar. Ordinances may be introduced at this time. The City Council/HDB/CDC/OPFA has adopted a policy that it is sufficient to read the title of ordinances at the time of introduction and adoption, and that full reading of ordinances may be waived. After the City Attorney has read the titles, the City Council/HDB/CDC/OPFA may introduce the ordinances in a single vote.

City Council: Staff recommends that the City Council approve an 26-1589 Addition To Fleet (ATF) vehicle and purchase order for Hawthorne CAT, in the amount of $379,016, for an excavator/mower for the Flood Control/Storm Drains section; approve a purchase order for Miramar Bobcat, in the amount of $158,563, for the purchase of two Bobcat machines for the Street and Median Maintenance section; approve a purchase order for Kässbohrer All-Terrain Vehicles, in the amount of $179,447, for the purchase of one Cherrington Beach Cleaner for the Beach Maintenance section; approve a purchase order for Quality Lift Trucks, in the amount of $105,678, for the purchase of one forklift for the Fleet Division; all units requested are to be utilized by the Public Works Department; approve a contingency fee of $10,000 to account for any changes to costs of procurement and upfitting; and authorize the Financial Services Director, or designee, to execute the purchases order upon receipt of all supporting documents.

City Council: Staff recommends that the City Council approve Change 26-1592 Order No. 1 to the Public Works Agreement with Simpson Mechanical, in the amount of $108,413, for a total contract amount of $302,395, for construction of the Pure Water Oceanside (PWO) Advanced Water Purification Facility (AWPF) Chemical Piping and authorize the City Engineer to execute the change order.

City Council: Staff recommends that the City Council approve 26-1612 Amendment 1 to the Professional Services Agreement with Interfaith Community Services to continue providing two Outreach Social Workers under the Homeless Services Manager in support of the Homeless Evaluation, Assistance & Response Team (HEART); update the scope of work to reflect the City's transition to a civilian-led outreach model; extend the agreement through June 30, 2028, in the amount of $520,000 for a revised total contract amount of $1,040,000; and authorize the City Manager, or designee, to execute the amendment.

City Council: Staff recommends that the City Council approve 26-1591 Amendment 1 to the existing Professional Services Agreement with Ferguson, Pape, Baldwin Architects Inc. for design development services associated with the building improvements necessary for the property located at 615 Mission Avenue, which is being prepared for future use by the City’s READS Literacy Program and the Friends of the Oceanside Public Library, for an additional compensation of $163,500, for a total contract not to exceed the amount of $188,500; approve a change order to Ferguson, Pape, Baldwin Architects Inc. in the amount of $163,500; and authorize the City Manager to execute the amendment, upon receipt of all supporting documents; and authorize the Financial Services Director, or designee, to execute the change order upon receipt of all supporting documents.
