3. A CONSTRUCTION CONTRACT WITH ONYX PAVING COMPANY, INC. FOR THE 2025 SPRING\nALLEY CDBG PAVEMENT REHABILITATION PROJECT\nThat the City Council take the following actions:\nA. Authorize the City Manager or his designee to execute a Construction Contract with\nOnyx Paving Company, Inc., of Anaheim, California, for the 2025 Spring Alley CDBG\nPavement Rehabilitation Project in the amount of $777,000 plus a 10% contingency of\n$77,700 for a total not-to-exceed contract amount of $854,700; and\nB. A PUBLIC HEARING TO CONSIDER AN URGENCY ORDINANCE APPROVING A\nDEVELOPMENT CODE AMENDMENT, FILE NO PDCA24-004, REGARDING ACCESSORY\nDWELLING UNITS AND JUNIOR ACCESSORY DWELLING UNITS\nThat the City Council consider, waive further reading, and adopt an Urgency Ordinance\napproving File No. PDCA24-004, to amend Division 5.03 - Supplemental Land Use Regulations,\nSection 5.03.010 (Accessory Dwelling Units) of the City's Development Code to comply with\nrecent changes to state law that impose new limits on local authority to regulate Accessory\nDwelling Units (“ADUs”) and Junior Accessory Dwelling Units (“JADUs”), which took effect on\nJanuary 1, 2025.\nAN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ONTARIO, CALIFORNIA,\nAPPROVING A DEVELOPMENT CODE AMENDMENT, FILE NO.
