Reallocate $5,000 of Unite Palm Desert Security Camera Grant\nProgram (UPDSC) funds to a mister system grant program that\ngrants up to $500 per commercial business/property owner to\npurchase and install misters at their location.\n2. Authorize the City Manager to execute any and all documents\nrelated to a mister system grant program.

14.a APPROVE A SECOND AMENDMENT TO THE SECOND REVISED AND\nRESTATED DISPOSITION AND DEVELOPMENT AGREEMENT\nBETWEEN THE CITY OF PALM DESERT AND DESERT WAVE\nVENTURES, LLC\nRECOMMENDATION:\n1. Approve the Second Amendment to the Second Revised and\nRestated DDA between the City of Palm Desert and Desert Wave\nVentures, LLC.\n2. Authorize the Mayor to execute said Agreements.\n3. Authorize the City Manager to make non-substantive changes to\nthe Second Amendment to the Second Revised and Restated\nDDA as needed prior to execution by the Mayor.\n4. Authorize the City Manager to draft, negotiate, and execute other\nsupporting agreements that may be required by the DDA.\n5. Authorize the City Manager to execute said agreements.

Award contract to Alta Planning + Design, Inc., of Los Angeles,\nCalifornia, to develop Palm Desert Vision Zero Strategy in the\namount of $948,920.\n2. Authorize the Finance Director to appropriate funds in the amount\n$66,980 from unobligated Measure A Fund Balance to Account\nNo. 21343000-4000910, Safe Routes.\n3. Authorize the City Attorney to make any necessary non-monetary\nchanges to the agreement.\n4. 14.c REQUEST FOR FEEDBACK AND DIRECTION REGARDING UPDATING 321\nZONING AND BUSINESS REGULATIONS REGARDING CANNABIS\nMANUFACTURING BUSINESSES\nRECOMMENDATION:\nReview options within staff report and select Option 1 - Amend the Palm\nDesert Municipal Code (PDMC) to:\na. Prohibit cannabis manufacturing businesses, except for Type P\nlicenses that are limited to packaging and labeling of cannabis.\ni. Limit the number of cannabis manufacturing businesses to\ntwo (2).\nb. Add Cannabis Microbusiness as a use that could be permitted\nthrough a Conditional Use Permit (CUP) in Service Industrial only\nwith the following use limitations:\ni. Limited to one (1) business\nii. No retail storefront, delivery only [Note: cannabis retail is\nprohibited in SI].\niii. Manufacturing is limited to packaging and labeling.\nc. Update/clarify any inconsistent code sections.\nd. Establish an annual fee of $2,760 for cannabis regulatory permits\nfor Type P Manufacturing, Microbusinesses, and Distribution\nbusinesses to cover the cost of semi-annual inspections.
