6.\nADOPT RESOLUTION R25-41 (1) FIND THAT AN EMERGENCY EXISTS\nTHAT WILL NOT PERMIT A DELAY RESULTING FROM A COMPETITIVE\nSOLICITATION FOR BIDS, AND IMMEDIATE STORM DRAIN REPAIRS AND\nEROSION CONTROL WORK IS NECESSARY TO RESPOND TO THE\nEMERGENCY; (2) PURSUANT TO PUBLIC CONTRACT CODE SECTION\n22050, AUTHORIZE CITY MANAGEMENT TO CONTRACT WITH SJD&B,\nINC., IN AN AMOUNT NOT-TO-EXCEED $250,000 FOR EMERGENCY\nSTORM DRAIN REPLACEMENT AND EROSION CONTROL WORK AT THE\nBOUNDARY TRAIL; AND (3) REAPPROPRIATE $250,000 NEEDED FROM\nRESTRICTED FUNDS BUDGETED FOR THE EMERGENCY STORM DRAIN\nAND EROSION CONTROL WORK FROM THE FY24-25 ANNUAL SLURRY\nSEAL PROJECT\nRecommendation: Staff recommends that the City Council adopt\nResolution No. 25-41:\n1.\nFor the reasons given in the staff report, find that an emergency exists\nthat will not permit a delay resulting from a competitive solicitation for\nbids, and immediate storm drain repairs and erosion control work is\nnecessary to respond to the emergency;\n2.\nPursuant to Public Contract Code section 22050, authorize City\nManagement to enter a contract with SJD&B, Inc. in an amount not to\nexceed $250,000 for storm drain replacement and erosion control work\nat the boundary trail without competitive bidding; and\n3.\nReappropriate $250,000 needed for the emergency storm drain and\nerosion control work from the FY24-25 Annual Slurry Seal Project.\nStaff Report\nAttachment A\nAttachment B

PW-704-23) IN AN AMOUNT NOT TO EXCEED\n$202,840; REAPPROPRIATE $76,952 NEEDED FOR THE CONSTRUCTION\nMANAGEMENT, INSPECTION AND SPECIAL INSPECTION SERVICES\nFROM RESTRICTED FUNDS BUDGETED FOR THE FY24-25 ANNUAL\nSLURRY SEAL PROJECT; AND AUTHORIZE THE CITY MANAGER TO\nEXECUTE ALL CONTRACT DOCUMENTS IN FINAL FORM AND FORMAT\nAS APPROVED BY THE CITY ATTORNEY\n1.\nApprove Amendment No.1 to the Professional Services Agreement with\nNV5, Inc. R25-37 AUTHORIZING AN ADDITIONAL\n$89,450 ALLOCATED TO THE POLICE DEPARTMENT FOR TRAFFIC\nSAFETY OPERATIONS AS SPECIFIED IN THE GRANTS\nRecommendation: Staff recommends that the City Council authorize the\ncreation of dedicated budget accounts within the Police Department to\nmanage the Office of Traffic Safety (OTS) grant funds, and adopt\nResolution 25-37 to appropriate $89,450 in grant revenue for\nenforcement, education, and community engagement activities as\noutlined in the grant agreements.\nStaff Report\nAttachment A\nAttachment B\nAttachment C
