AUTHORIZE THE CITY MANAGER TO AMEND CITY CONTRACT NO. 32191 WITH GOLDEN STAR\nTECHNOLOGY INC., TO INCREASE THE NOT-TO-EXCEED AMOUNT BY $250,000 AND TO\nEXTEND THE CONTRACT TERM BY ONE YEAR FOR THE PURCHASE AND INSTALLATION OF\nVIDEO CONFERENCING TECHNOLOGY SOLUTIONS (DoIT)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended actions in the agenda report are exempt from the California\nEnvironmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines per Section 15061(b)(3), the “Common\nSense” exemption that CEQA only applies to projects that may have an effect on the environment;\n(2) Authorize the City Manager to amend Contract No. 32191 with Golden Star Technology Inc., to\nincrease the contract amount by $250,000 thereby increasing the total not-to-exceed amount from $361,167\nto $611,167 and to extend the contract term for one year, to December 31, 2025. Competitive bidding is not\nrequired pursuant to City Charter Section 1002(F) contracts for professional or unique services; and\n(3) To the extent this could be considered a separate procurement subject to the Competitive Selection\nProcess, it is recommended that the City Council grant the contract an exemption pursuant to Pasadena\nMunicipal Code (PMC) Section 4.08.049(B), contracts for which the City’s best interests are served.\nTPA

AUTHORIZE THE CITY MANAGER TO AMEND CONTRACT NO. 32054 WITH FIRST TRANSIT INC.,\nFOR FIXED ROUTE AND DIAL-A-RIDE TRANSIT SERVICES TO INCLUDE THE OPTIONAL\nSERVICE LEVEL FOR TWO ADDITIONAL ROUTES AND INCREASE THE CONTRACT AMOUNT BY\n$8,812,205 TO A NOT-TO-EXCEED AMOUNT OF $75,905,467 (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n1) Find that the proposed action in the agenda report is not a project subject to the California\nEnvironmental Quality Act (CEQA) pursuant to Section 21065 of CEQA and Sections 15060(c)(2), 15060(c)(3),\nand\n15378 of the State CEQA Guidelines and, as such, no environmental document pursuant to CEQA is\nrequired;\n(2) Authorize the City Manager to amend Contract No. 32054 with First Transit Inc., for fixed route and\nDial-A-Ride transit services to include the Optional Service Level for two additional routes and increase the\ncontract amount by $8,812,205 through June 30, 2028, to a not-to-exceed amount of $75,905,467, which\nincludes the base contract amount of $73,694,628 and a contingency of $2,210,839 (3%) to provide for any\nnecessary change orders; and\n(3) To the extent the amendment to Contract No. 32054 could be considered a separate procurement\nsubject to the Competitive Selection Process, grant an exemption pursuant to Pasadena Municipal Code\n(PMC) Section 4.08.049(B), contracts for which the City’s best interests are served. AUTHORIZE THE CITY MANAGER TO AMEND CONTRACT NO. 32227 WITH COMMLINE INC., FOR\nEMERGENCY VEHICLE OUTFITTING, INCREASING THE CONTRACT AMOUNT BY $483,000\nFOR A TOTAL NOT-TO-EXCEED AMOUNT OF $733,000 (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the action proposed in the agenda report is covered by the “Common Sense” exemption\nset forth in State CEQA Guidelines Section 15061(b)(3), that CEQA only applies to projects that may have\na significant effect on the environment;\n(2) Authorize the City Manager to amend Contract No. 32227 for emergency vehicle outfitting with\nCommline Inc., increasing the contract by $483,000 for a grand total amount not-to-exceed $733,000 over\noriginal five-year term ending March 1, 2027, which is consistent with the bid specifications for the proposed\nproject and subject to the same contract terms and conditions.

LOS ROBLES AVE., SUITE #550/580, INCREASING\nTHE LEASE AMOUNT BY $32,015 OVER 36 MONTHS FOR A TOTAL AMOUNT NOT-TO-\nEXCEED $528,527 FOR RISK MANAGEMENT DIVISION OFFICES (Office of the City Manager)\nRecommendation: It is recommended that the City Council:\n(1) Find that the leasing of 199 S. Los Robles Avenue is categorically exempt from the California\nEnvironmental Quality Act (“CEQA”) pursuant to the State CEQA Guidelines Section 15301 (Existing Facilities)\nthere are no features that distinguish this project from others in the exempt classes, and therefore, there\nare no unusual circumstances; and\n(2) Authorize the City Manager to execute an amendment to lease agreement (Contract No. 24,011)\nwith 199 S. Los Robles, LLC, Sand 199 Los Robles, LLC, and Robles SM, LLC, increasing the lease\namount by $32,015 over 36 months for a total amount not-to-exceed $528,527 for the office space located\nat 199 S. Los Robles Avenue incorporating the terms and conditions generally described in agenda\nreport, and to execute any other related agreements necessary to effectuate the transaction, including non-\nsubstantial revisions.

FINANCE COMMITTEE: AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT\nAGREEMENT WITH THE FEDERAL HIGHWAY ADMINISTRATION TO ACCEPT SAFE STREETS AND\nROADS FOR ALL (SS4A) PLANNING AND DEMONSTRATION GRANT IN THE AMOUNT NOT-TO-\nEXCEED $1,556,520 (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the actions in the agenda report are exempt from the California Environmental Quality Act\n(“CEQA”) pursuant to State CEQA Guidelines Section 15061(b)(3); the “Common Sense” exemption;\n(2) Authorize the City Manager to enter into a contract with the Federal Highway Administration\n(FHWA) for the Safe Streets and Roads for All (SS4A) Planning and Demonstration grant in the amount not-to-\nexceed $1,556,520 and execute any subsequent agreements regarding the grant award; and\n(3) Amend the Department of Transportation’s FY 2025 operating budget to receive and appropriate\n$778,260 as detailed in the fiscal impact section of the agenda report.

FINANCE COMMITTEE: AUTHORIZE THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH\nHOMEAWAY.COM INC., FOR THE COLLECTION OF TRANSIENT OCCUPANCY TAX AND\nTOURISM BUSINESS IMPROVEMENT DISTRICT ASSESSMENT (Finance Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the action proposed in the agenda report is statutorily exempt from the California\nEnvironmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines Section 15273 (Rates, Tolls, Fares, and\nCharges); and\n(2) Authorize the City Manager to execute an agreement with HomeAway.com Inc. (HomeAway), to\ncollect Transient Occupancy Taxes (TOT) and Tourism Business Improvement District Assessments (TBID)\non behalf of Pasadena residents who rent their residences to others using the various HomeAway\napplications and platforms.

AUTHORIZE THE CITY MANAGER TO AMEND CONTRACT NO. 32757 WITH G&W ELECTRIC\nCOMPANY TO INCREASE THE CONTRACT AMOUNT BY $4,000,000 FOR MEDIUM VOLTAGE\nDISTRIBUTION SWITCHES FOR A REVISED AMOUNT NOT-TO-EXCEED $11,332,000 FOR THE\nWATER AND POWER DEPARTMENT (Water & Power Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is not a project subject to the California\nEnvironmental Quality Act (“CEQA”) pursuant to Section 21065 of CEQA and State CEQA Guidelines Sections\n5060(c)(2), 15060(c)(3), and 15378, and as such, no environmental document pursuant to CEQA is\nrequired for the project; and\n(2) Authorize the City Manager to amend Contract 32757 with G&W Electric Company (“G&W”) to\nincrease the contract amount by $4,000,000, thereby increasing the grand total to a not-to-exceed amount of\n$11,332,000.
