1.\nAUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT FOR AN AMOUNT NOT-TO-EXCEED $447,304 WITH MAXIMUM TURBINE\nSUPPORT, INC., TO FURNISH AND DELIVER SPRINT NOZZLES FOR\nTHE GAS TURBINE AT THE GLENARM POWER PLANT (Water & Power Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the action proposed in the agenda report is not a “project” subject to the California Environmental Quality Act (CEQA) pursuant to\nState CEQA Guidelines Section 21065 and within the meaning of Section 15378(b);\nand\n(2)\nAward contract to the lowest and best bid dated July 2, 2025 submitted by Maximum Turbine Support, Inc., in response to the specification\nto furnish and deliver sprint nozzles for gas turbines, and authorize the City Manager\nto enter into a one-year contract for an amount not-to-exceed $447,304, which includes a base bid of $406,640 and a contingency of $40,664 to\nprovide for any necessary change orders.

(DBA GE VERNOVA OPERATIONS LLC) FOR\n$2,916,936 FOR A CONTROL SYSTEM UPGRADE FOR GAS TURBINES 3\nAND 4 AT THE GLENARM POWER PLANT (Water & Power Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the action proposed in the agenda report is not a “project” subject to the California Environmental Quality Act (CEQA) pursuant to\nState CEQA Guidelines Section 21065 and within the meaning of Section 15378(b);\n(2)\nAuthorize the City Manager to enter into a one year contract, without competitive bidding pursuant to City Charter Section 1002(F), contracts\nfor professional or unique services, with GE Vernova Inc. (dba GE Vernova\nOperations LLC) for the hardware and software to perform a control system upgrade of the Gas Turbine 3 (“GT-3”) and Gas Turbine 4 (“GT-4”), for\nan amount not-to-exceed $2,916,936, which includes a base contract amount of\n$2,566,060 and a contingency of $350,876 to provide for any necessary change orders; and\n(3)\nGrant the recommended contract an exemption from the Competitive Selection process pursuant to Pasadena Municipal Code Section\n4.08.049(B) contracts for which the City’s best interests are served.\nTPA

3.\nAUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH AG COAST CORPORATION (DBA CALIFORNIA PANTHER\nSECURITY) FOR SECURITY SERVICES FOR A GRAND TOTAL AMOUNT NOTTO-EXCEED $3,099,080 FOR FIVE YEARS INCLUDING TWO OPTIONAL EXTENSIONS (Water & Power Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the action proposed in the agenda report is not a “project” subject to the California Environmental Quality Act (CEQA) pursuant to\nState CEQA Guidelines Section 21065 and within the meaning of Section 15378(b);\nand\n(2)\nAuthorize the City Manager to enter into a contract, as a result of the competitive selection process, as specified by Section 4.08.047 of the\nPasadena Municipal Code, with AG Coast Corporation dba California Panther\nSecurity (“AG Coast”) for the Department of Water and Power Security Services for three years with the option for two additional one-year\nextensions subject to the approval of the City Manager for a grand total amount not-to-exceed\n$3,099,080, which includes the base contract amount of $2,694,850 and a contingency of $404,230 to provide for any necessary change orders.\nCompetitive price bidding is not required pursuant to City Charter Section 1002(F)\ncontracts for professional or unique services.\nTPA

4.\nAUTHORIZE THE CITY MANAGER TO AMEND CONTRACT NO. 31978 WITH UTILITY TREE SERVICE, LLC., TO INCREASE THE CONTRACT\nAMOUNT BY $1,800,000 FOR A REVISED TOTAL AMOUNT NOT-TOEXCEED $17,520,000 AND EXTEND THE CONTRACT EXPIRATION DATE FOR POWER LINE CLEARANCE (Water & Power Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the action proposed in the agenda report is not a “project” subject to the California Environmental Quality Act (CEQA) pursuant to\nState CEQA Guidelines Section 21065 and within the meaning of Section 15378(b);\nand\n(2)\nAuthorize the City Manager to amend Contract No. 31978 with Utility Tree Service, LLC (“UTS”) to increase the contract amount by\n$1,800,000 thereby increasing the total to a not-to-exceed amount of $17,520,000, and\nextend the contract expiration date to January 31, 2026.

5.\nAUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH INNOVATIVE INTERFACES INCORPORATED TO PROVIDE\nINTEGRATED LIBRARY SYSTEM SUBSCRIPTION SERVICES FOR A GRAND\nTOTAL AMOUNT NOT-TO-EXCEED $598,127 (Library & Information Services Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the proposed action in the agenda report is not a project subject to the California Environmental Quality Act (“CEQA”) pursuant to\nSection 21065 of CEQA and Sections 15060(c)(2), 15060(c)(3), and 15378 of the\nState CEQA Guidelines, and as such, no environmental document pursuant to CEQA is required; and\n(2)\nAuthorize the City Manager to enter into a five-year contract with Innovative Interfaces Incorporated, as a result of a competitive selection\nprocess in accordance with Pasadena Municipal Code Section 4.08.047, for\nintegrated library system subscription services in an amount not-to-exceed $393,150 (including a base contract amount of $351,027 and a\ncontingency of $42,123 for any necessary change orders), with the option for three additional\none-year terms at an annual amount of $59,117 for year six, $60,804 year seven, and $62,541 year eight; and a contingency of $7,505 per year for\nchange orders, subject to the City Manager’s approval, for a maximum grand total\ncontract amount not-to-exceed $598,127. Competitive price bidding is not required pursuant to City Charter Article X Section 1002(F), Contracts for\nprofessional or unique services.
