D.\nConsider a professional service agreement with Black & Veatch for Project\nand Grant Management services related to the Greater Portuguese Bend\nLandslide Complex Voluntary Property Buyout Program. (Garrett)\nRecommendation: 1) Approve a Professional Service Agreement (PSA) with\nBlack & Veatch in the amount of $338,541, for a term of four years, for Federal\nEmergency Management Agency (FEMA) Project and Grant management\nservices related to the Greater Portuguese Bend Landslide Complex Voluntary\nProperty Buyout Program; 2) Authorize the Mayor and City Clerk to execute\nthe PSA, in form approved by the City Attorney; and, 3) Approve an additional\nappropriation of $338,600 in Fund 331, Federal Grant (Expenditure and\nRevenue), which will be reimbursed by the grant program.\nAgenda Report

E.\nConsider entering into a Memorandum of Understanding (MOU) with the Run\nfor Myles non-profit organization to co-host a running event on November 15,\n2025. (Bailiff)\nRecommendation: 1) Authorize the Mayor to execute an MOU between the\nCity of Rancho Palos Verdes and the “Run for Myles” non-profit organization to\nco-host a Kids’ Fun Run 1k, 5k, and 10k race event on Saturday, November\n15, 2025, in a form approved by the City Attorney; 2) Authorize waiving the\nfollowing fees total $2,897: a. Special Event Permit fee of $483, b. Civic\nCenter parking lot fee of $423 c. Point Vicente Interpretive Center (PVIC)\nparking fee of $423, d. F.\nConsider Amendment No. 1 to the Loan Agreement with Abalone Cove\nLandslide Abatement District (ACLAD). (Ramos)\nRecommendation: 1) Approve Amendment No. 1 to the Loan Agreement with\nACLAD to update the eligible expenditures to include winterization or culvert\nrepairs including, but not limited to, the winterization of Altamira Canyon and\nrepair for the culvert under Palos Verdes Drive South (PVDS); and, 2)\nAuthorize the Mayor and City Clerk to execute Amendment No. 1 in a form\napproved by the City Attorney.\nAgenda Report

G.\nConsider continuing the emergency justification for work and emergency\ncontracting for the Greater Portuguese Bend-Ancient Altamira Landslide\nEmergency Project. (Copp)\nRecommendation: 1) Reconfirm, by a four-fifths vote, there is a need to\ncontinue the work on the Emergency Project declared by Council-adopted\nResolution No. 2024-20 on May 7, 2024, finding an emergency exists requiring\nimmediate action in the Greater Portuguese Bend-Ancient Altamira Landslide\nComplex (Landslide Complex) to seek to mitigate the movement of the\nlandslide; and, 2) Direct the City Clerk to confirm the same in the minutes of\nthis City Council meeting, via Minute Order, reflecting this action.\nAgenda Report

H.\nConsider authorizing the submittal of two grant applications for the L.A. County\nRegional Park and Open Space District Competitive Measure A Grant\nProgram.
