C.\nCouncil Chambers Audiovisual Upgrade Project No. 31030 – Award of\nConstruction Contract to Studio Spectrum, Inc. As part of the City’s Fiscal Year\n2025-2026 Capital Improvement Program (CIP), the City Council allocated funds\nfor the City Council Chambers Audiovisual Upgrades Project to update the\nexisting audiovisual system in the Council Chambers with modern, state-of-the-art\nequipment. On June 23, 2025, staff sent out a Notice Inviting Informal Bids to the\nvendors listed on the City’s Qualified Contractor’s List and various industry\ntrades. The City received two informal bids and after a comprehensive review of\nthe proposals, staff recommends awarding a construction contract to Studio\nSpectrum, Inc. for the work, at an estimated cost of $189,907.88.\nRecommendation: That the City Council authorize the City Manager to execute a\nconstruction contract with Studio Spectrum, Inc. for the City Council Chamber\nAudiovisual Upgrades Project, in the amount of $189,907.88. In addition, authorize an\namount of $9,495.40 (5%) as a contingency to cover the cost of unforeseen construction\nexpenses, for a total of $199,403.28.\nStaff Report

D.\nBridge Repairs and Preventive Maintenance Work at Garvey Avenue Bridge Over\nRio Hondo River – Bridge No. 53C2201 (4045) and Adopt Resolution No. 2025-43\nApproval of repairs and preventive maintenance along the Garvey Avenue Bridge\nover the Rio Hondo River, which sustained structural damage from a fire. The total\ncost for the project is estimated at $98,200, including a 25% contingency for labor,\nmaterials, services, and equipment. Staff requests City Council approval for the\nproposed improvements and adoption of Resolution No. 2025-43 to amend the FY\n2025-26 Capital Improvement Program (CIP) and appropriate $98,200 in Measure M\n\nfunds to fully fund the project.\nRecommendation: That the City Council take the following actions:\n1.\nApprove the cost of the proposed recommendations for bridge repairs at\nGarvey Avenue over Rio Hondo Wash (Bridge 53C2201 (4045)) for a total\nproject cost estimated to be $98,200.00 (including 25% contingency).\n2.\nAdopt Resolution No. 2025-43, entitled: A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, TO AMEND THE\nFISCAL YEAR 2025-26 CAPITAL IMPROVEMENT PROGRAM BUDGET AND\nAPPROPRIATE NEW FUNDS FOR THE BRIDGE REPAIRS AND PREVENTATIVE\nMAINTENANCE – GARVEY AVENUE OVER RIO HONDO RIVER (BRIDGE NO.\n53C2201 (4045))\nStaff Report

E.\nExtension to Agreement with Complete Paperless Solutions for Document\nScanning Services The document scanning services agreement with Complete\nPaperless Solutions expired on May 14th, 2025. The proposed First Amendment\nwould extend the Complete Paperless Solutions agreement in order to continue\ncompleting the remaining scanning of Finance and Human Resources files.\nRecommendation: That the City Council authorize the City Manager to execute the\nFirst Amendment to the Agreement with Complete Paperless Solutions with authority to\nnegotiate and execute any additional future contract extensions on behalf of the City.\nStaff Report

F.\nLA Metro 710 Mobility Project Funding - Amendment Agreements - Approval of\nAmendments for Time Extension to Funding Agreements with the Los Angeles\nCounty Metropolitan Transportation Authority (LACMTA) for the Four 710 North\nMobility Improvement Projects The City Council previously authorized four\nFunding Agreements totaling $27 million with the Los Angeles County\nMetropolitan Transportation Authority (LACMTA) for the 710 North Mobility\nImprovement Projects. To support the ongoing progress of these projects,\nLACMTA routinely proposes amendments to the Funding Agreements to align the\nbudget and schedule with actual project development. Accordingly, LACMTA has\nprepared amendments for each of the four funding agreements to extend the\nfunding lapse dates.\nRecommendation: That the City Council authorize the City Manager to execute the\nAmendments with LACMTA for the 710 North Mobility Improvement Projects Funding\nAgreements and authorize the City Manager enter into future amendments to the\nMobility Improvement Projects agreements.\nStaff Report

A.\nAward of Citywide Tree Maintenance Services Contract The City’s agreement with\nWest Coast Arborists (WCA) for citywide tree maintenance services expired on\nSeptember 10, 2024. WCA has continued providing services under an interim\ncontract through June 30, 2025. Following City Council direction, staff re-issued a\nrevised Request for Proposals (RFP) on April 24, 2025, with a submittal deadline\ndate of May 23, 2025. Eight proposals were received and evaluated based on the\nRFP components relating to qualifications, approach, references, staffing, pricing,\ncompleteness, and proposed community benefits. Staff requests that the City\nCouncil: 1) review the staff report and the submitted proposals, and 2) select a\ncontractor based on the RFP components and authorize the City Manager to\nexecute an Agreement for a three-year term with two optional one-year term\nextensions subject to performance and funding availability.\nRecommendation: That the City Council review and consider the submitted proposals,\nselect the contractor, and authorize the City Manager to execute a three (3) year\ncontract in the amount of $265,000 per fiscal year through June 30, 2028, with the\noption for up to two one-year extensions.\nStaff Report, Attachments A & B\nAttachment C - Great Scott Tree Service Proposal\nAttachment C - Golden West Arbor Services, Inc.
