A.\nDiscussion of Garvey Avenue Bridge Banner Program The City of\nRosemead does not currently have a formal banner program for the\nGarvey Avenue Bridge. At a previous meeting staff was directed to bring\nideas for a program to the Council for discussion.  Staff have interest in\nutilizing banner displays at this prominent location to promote community\npride, and seasonal messaging.  The Garvey Avenue Bridge offers a\ncentralized and impactful location for such displays should City Council\n\nwish to pursue a formalized program.\nRecommendation: That the City Council discuss and provide further direction\nto City staff.\nStaff Report

B.\nFirst Six-Month Review and Progress Update on the Rosemead GO and\nGO Plus Microtransit Programs This report serves as a six-month\nperformance review of Rosemead GO and Rosemead GO Plus, the City of\nRosemead’s transit services that replaced the Rosemead Explorer and\nDial-A-Ride services, respectively.\nRecommendation: That the City Council receive and file this report.\nStaff Report

C.\nConsideration for Approval of a Professional Design Services Agreement\nfor Walnut Grove Avenue Phase 2 and Valley Boulevard Roadway\nImprovements Project The City’s Fiscal Year 2025–2026 Capital\nImprovement Program allocated funds for comprehensive roadway\nimprovements along Walnut Grove Avenue and Valley Boulevard. On July\n15, 2025, the City issued a Request for Proposals for design services and\nreceived seven submissions. A.\nMayor’s Appointments for 2026 Calendar Year At the January 13, 2026\nmeeting, the City Council deferred the Mayor’s Appointment for further\nreview. Each year, a listing of City Council Member appointments to a\nvariety of Regional and State committees and boards is prepared and\nsubmitted to the Mayor. Once the appointments have been made, the City\nClerk’s Office will prepare the Agency Report of Public Official\nAppointments Form 806, as required by the Fair Political Practices\nCommission (FPPC), file the form with the FPPC, and post it on the City’s\nwebsite.\nRecommendation: That the City Council discuss and approve the Mayor’s\nAppointments for the 2026 Calendar Year and direct the City Clerk to prepare\nand file Form 806.\nStaff Report

B.\nApproval of Annual List of Proclamations for Calendar Year 2026 Each\nyear, a list of proclamations is approved for the calendar year. On January\n13, 2026 meeting, Council Member Clark requested to add to the 2026 list\nof Proclamations, “National Native American Heritage Month” for the\nmonth of November.\nRecommendation: That the City Council approve the 2026 List of\nProclamations.\nStaff Report

C.\nDiscussion of Preferential Parking Districts At the June 27, 2024, City\nCouncil special meeting, Council Member Armenta requested additional\ninformation for a discussion on parking districts in the City of Rosemead.\nThe item was subsequently brought back to the City Council on\nSeptember 24, 2024, and after a brief discussion, it was tabled for\nconsideration at a future meeting.\nRecommendation: That the City Council direct staff as necessary to further\nevaluate and/or develop a preferential parking program in the City of\nRosemead.\nStaff Report

D.\nDiscussion on Gonsalves & Sons State Lobbyist At the October 28, 2025,\nCity Council meeting, Council Member Clark requested that a future\nagenda item be scheduled to allow for City Council discussion regarding\nthe former lobbying firm Gonsalves and Sons. Gonsalves and Sons\npreviously provided lobbying services to the City of Rosemead and is no\nlonger under contract with the City.\nRecommendation: That the City Council discuss and provide direction to City\nstaff.\nStaff Report
