APPROVAL OF A DISCRETIONARY FUNDS REQUEST FROM CITY COUNCILMEMBER\nMICHAEL CACCIOTTI IN THE AMOUNT OF $1,000 FOR THE PRESS CONFERENCE FOR\nTHE CITY HALL/CIVIC CENTER ELECTRIFICATION PROJECT\nRecommendation\nIt is recommended that the City Council:\n1. CONSIDERATION AND APPROVAL OF A LETTER RESPONDING TO A CEASE AND DESIST\nLETTER OF PAST CITY COUNCIL ACTION OF AN ALLEGED BROWN ACT VIOLATION\nRELATED TO THE FORMATION OF THE COUNCIL FINANCE AD HOC COMMITTEE\nRecommendation\nIt is recommended that the City Council approve the response letter to Edward Elsner confirming\nthat the City Council is providing an unconditional commitment with respect to the past action\nalleged in the letter and authorize the Mayor to sign the response letter.

CONSIDER PROVIDING DIRECTION AND ACTION ON SLOW STREETS PROGRAM PLANS\nAND INSTALLATIONS ALONG OAK STREET, GRAND AVENUE, HERMOSA STREET, AND\nMISSION STREET, AS WELL AS THE INSTALLATION OF PARKLET EQUIPMENT ALONG\nMISSION STREET RELATED TO THE SIDEWALK DINING PERMIT PROGRAM, REMOVAL\nOF CERTAIN SLOW STREETS PROGRAM EQUIPMENT, INSTALLATION OF SLOW STREET\nPROGRAM SIGNAGE, AND AMENDMENT OF A CONTRACT WITH RIGHT OF WAY, INC. FOR\nK-RAIL RENTALS\nRecommendation\nIt is recommended that the City Council receive a presentation on the City’s Slow Streets Program\nand consider providing direction on the following:\n1. For the Residential Slow Streets Program component on Oak Street, maintaining painted\ncrosswalks at nine intersections, maintaining pedestrian warning signs and street markings\n(yield and intersection crossing bicycle markings), updating center median striping with\npermanent material at Oak/Fletcher, and updating certain curb extensions at Oak/Fremont and\nOak/Marengo with alternative equipment;\n2. For the Residential Slow Streets Program component on Grand Avenue, maintaining the\npainted Class II Bike Lane;\n3. For the Residential Slow Streets Program component on Hermosa Street, maintaining the\nintersection configuration at Hermosa St and Hillside Rd, updating the temporary equipment\nwith more permanent material, and maintaining the uphill bicycle climbing lane and newly\nestablished red curb on Hermosa Street;\n4. Removing the remaining Residential Slow Streets Program equipment;\n5. Utilizing Slow Streets Program Signage at various locations in the City;\n6. Providing direction on the implementation of the Mission Street improvements, including\nmodeling a road diet and road reconfiguration for the future installation of temporary equipment\nand potential permanent installation; and\n7. Providing direction on the purchase and placement of k-rails in concert with the temporary\ncontinuation of k-rail rental, to facilitate the installation of grant-funded parklet equipment in\ncertain locations along Mission Street to facilitate outdoor use through the current sidewalk\ndining permit program; and\n8. Approving the Fourth Amendment to the contract with Right of Way, Inc. to extend the term to\nJune 30, 2024 and increase the maximum compensation by $7,500, for a new not-to-exceed\namount of $122,500.

FOR PROVIDING DESIGN QUALITY CONTROL REVIEW SERVICES AND\nPREPARING PLANS, SPECIFICATIONS, AND ESTIMATES FOR THE CITY HALL\nSTORMWATER DIRECT REUSE PROJECT\nRecommendation\nIt is recommended that the City Council consider approving:\n1. A Task Order under an existing Master On-Call Professional Services Agreement with HOR\nEngineering, Inc. (HDR) for design quality control review services related to the City Hall\nStormwater Direct Reuse Project in the amount of$24,980; and\n2. A Task Order under an existing Master On-Call Professional Services Agreement with SEITec,\nInc. (SEITec) to prepare plans, specifications, and estimates related to the City Hall Stormwater\nDirect Reuse Project in the amount of $80,251.
