Make a finding that an emergency existed due to the failure of the industrial\nduty rolling steel door and operator at the Water Reclamation Plant which\nrequired immediate action to protect public health and safety by maintaining\npermit compliance, that might have otherwise occurred if required to incur\ndelays attributed to the typical engineering design and public competitive\nbidding process.\n2.
