Approve, and authorize the City Manager to execute, Contract No. C25-24,\nby and between the City of San Clemente and Derek J. McGregor Inc. (dba\nDMc Engineering), providing for on-call as-needed engineering plan check\nservices, for a term of three (3) years in an amount not to exceed $70,000\nannually with two optional one-year extensions exercisable in the City\nManager’s discretion.\n3. CONTRACT AWARD - PURCHASE AND INSTALLATION OF STORM DRAIN\nTRASH CAPTURE DEVICES FOR THE EL CAMINO REAL CORRIDOR\nRUNOFF TREATMENT PROJECT, AUTHORIZING A RELATED\nAPPROPRIATION AND FINDING THE PROJECT CATEGORICALLY EXEMPT\nFROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nStaff Recommendation\nAdopt Resolution No. 25-67, which will:\n1. Authorize an appropriation of $328,000 from an Orange County\nTransportation Authority (OCTA) Environmental Cleanup Program Grant to\nAccount No. 057-543-43690-000-26802.\n2. Find the El Camino Real Corridor Runoff Treatment Project, CIP Project No.\n26802, categorically exempt from the California Environmental Quality Act\n(CEQA) under Class 1 (Existing facilities, 14 CCR Section 15301) of the\nState CEQA Guidelines.\n3. Authorize an exemption to the competitive bidding requirements for and\naward the El Camino Real Corridor Runoff Treatment Project contract to G2\nConstruction, Inc. as a cooperative purchase.\n4. CONSIDERATION OF A RESOLUTION APPROVING AN ORANGE COUNTY\nTRANSPORTATION AUTHORITY (OCTA) M2 ENVIRONMENTAL CLEANUP\nPROGRAM TIER 1 GRANT SUBMITTAL AND A 20% MATCH FOR THE\nINLAND RESIDENTIAL AND RANCHO SAN CLEMENTE INDUSTRIAL\nRUNOFF TREATMENT PROJECT AND FINDING THE PROJECT\nCATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL\nQUALITY ACT\nStaff Recommendation\nAdopt Resolution No. 25-68, which will:\n1. Find the action and the Inland Residential and Rancho San Clemente\nIndustrial Runoff Treatment Project exempt from the California\nEnvironmental Quality Act under Class 1 (Existing Facilities, 14 CCR\n15301).\n2. Approving and ratifying the submittal of the Orange County Transportation\nAuthority (OCTA) Project X Tier 1 Grant Application (Attachment 4).\n3. Accepting any grant funds that are awarded.\n4. CONSIDERATION OF A RESOLUTION FOR THE ACCEPTANCE OF 2025\nDONATION FROM FRIENDS OF SAN CLEMENTE BEACHES, PARKS &\nRECREATION FOUNDATION\nStaff Recommendation\nAdopt Resolution No. 25-69 to accept a donation of $56,595 from the Friends of\nSan Clemente Beaches, Parks & Recreation Foundation to support 2025\nrecreation programs, events, and scholarships, and to authorize the Beaches,\nParks & Recreation Director to ensure the proper disbursements of funds\nassociated with the donation.

CONSIDERATION OF A RESOLUTION AUTHORIZING A SUPPLEMENTAL\nAPPROPRIATION FROM THE GOLF CAPITAL REPLACEMENT RESERVE\nFOR CLUBHOUSE HVAC REPLACEMENTS AND PLUMBING\nMAINTENANCE AND FINDING THE PROJECT CATEGORICALLY EXEMPT\nUNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nStaff Recommendation\nAdopt Resolution No. 25-70, which will:\n1. CONSIDERATION OF A RESOLUTION INITIATING A ZONING AMENDMENT\nTO TITLE 17 (ZONING) OF THE SAN CLEMENTE MUNICIPAL CODE TO\nMAKE CHANGES TO DESIGN REVIEW SUBCOMMITTEE PROCESSES AND\nCHANGES TO CLEANUP, CLARIFY, AND STREAMLINE STANDARDS AND\nPROCESSES, AND FINDING THE ACTION EXEMPT FROM THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT\n(Agendized by Councilmemember Cabral, with the support of Councilmember\nWu and Mayor Knoblock at the April 1, 2025 City Council meeting.)\nStaff Recommendation\n1.
