C. CASH AND INVESTMENT REPORT – JANUARY 2026\nIn accordance with the City of San Gabriel’s 2025-2026 Adopted Investment\nPolicy (Resolution No. 25-25) and California Government Code Section 53646,\nthe Finance Director is to render an investment report to the City Council, City\nTreasurer, City Manager, and the City Attorney. The Cash and Investment\nReport is presented to receive and file in accordance with the City’s adopted\n2025-2026 Investment Policy.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council receive and file the Cash and\nInvestment Report for January 2026.

D. EXCHANGE OF PROPOSITION A FUNDS IN THE AMOUNT OF $500,000\nThe City of San Gabriel receives about $1 million annually in Proposition A Local\nReturn Funds from Los Angeles County to be used for the benefit of public\ntransit. The funds may be used to fund the City’s Ride SG and Recreation transit\nprograms. For Fiscal Year 2025-26, Proposition C funds are being used to fund\nthe program, budgeted at $859,000. As of June 30, 2025, Proposition A has\n$568,000 in fund balance. Los Angeles County Metro allows agencies to\nexchange Proposition A funds for unrestricted General Fund revenue at a\ndiscounted rate – a practice that San Gabriel has taken advantage of in the past.\nFoothill Transit has offered to exchange $500,000 of the City’s Proposition A\nFunds for $375,000 in unrestricted funds, representing a rate of $.75/$1.00.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council approve and authorize the City\nManager to execute the attached agreement with the Foothill Transit Authority\nauthorizing the exchange of $500,000 in Proposition A Funds for $375,000 in\nGeneral Fund revenue.

E. APPROVAL OF PROFESSIONAL SERVICES AGREEMENT AND STATEMENT\nOF WORK WITH CIVICPLUS FOR CITY WEBSITE REDESIGN, HOSTING, AND\nRELATED DIGITAL SERVICES\nThe City of San Gabriel’s official website serves as the primary digital\ncommunication and service delivery platform for residents, businesses, and\nvisitors. The current website has not undergone a comprehensive redesign\nsince 2016 and no longer meets modern expectations for usability, accessibility,\nmobile responsiveness, and content management. Following a competitive\nRequest for Proposals (RFP No. 23-16) process, CivicPlus was selected as the\nmost qualified vendor to provide website redesign, consolidation, hosting, and\nconsulting services. Approval of this item will allow the City to modernize its\nwebsite, improve accessibility compliance, enhance cybersecurity, and provide\na more user-friendly digital experience. Based on the CivicPlus Statement of\nWork, the total initial investment for the first year is estimated at approximately\n$33,219.82. which reflects prorated Year 1 costs. Ongoing annual recurring\nservices are estimated at approximately $19,966.00 every July.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to execute\na Professional Services Agreement and associated Statement of Work with\nCivicPlus for the redesign, hosting, and ongoing support of the City of San\nGabriel website, including related digital services.

A. REVIEW VETERANS MEMORIAL CONCEPTUAL DESIGNS AND PROVIDE\nDIRECTION TO STAFF AND LANDSCAPE ARCHITECT DAVID VOLZ DESIGN\nCREATIVE\nDavid Volz Design Creative, the Landscape Architect contracted to design the\nSan Gabriel Veterans Memorial, met with the San Gabriel Veterans Memorial\nCoalition, staff and the community to gain insight prior to designing the\nmemorial. They designed two concepts and presented them to staff and the\nCoalition. Review of the concept designs and providing direction to staff does\nnot result in any fiscal impact.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council review Concept Designs 1 and 2 and\nprovide direction for any recommended revisions or additions.
