C. GENERAL PLAN HOUSING ELEMENT ANNUAL PROGRESS REPORT FOR\nTHE 2025 CALENDAR YEAR\nUnder the provisions of Government Code Section 65400(b), the Planning\nDivision is required to provide an annual report to the California Department\nof Housing and Community Development and to the Governor’s Office of\nPlanning and Research regarding the implementation of the General Plan’s\nHousing Element and how the City is meeting the regional housing needs for\nthe community. The General Plan Annual Progress Report is an important tool\nto facilitate the implementation of the Housing Element and to assist in tracking\nand monitoring the City’s progress in addressing the regional housing needs\nallocation, including the number of housing units permitted by income level,\nthe status of programs in the Housing Element, and efforts to remove\ngovernmental constraints.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council receive and file the information\ncontained in this staff report and direct staff to submit the housing report to\nthe State Department of Housing and Community Development.

D. 2025 GENERAL PLAN IMPLEMENTATION ANNUAL PROGRESS REPORT:\nJANUARY 2025 – DECEMBER 2025\nUnder provisions of Government Code Section 65400(a)(2), the City is required\nto provide an annual report each April to the City Council and the State\nGovernor’s Office of Planning and Research regarding the status of the General\nPlan and its implementation progress. The Planning Commission reviewed the\ninformation at their February 9, 2026 meeting, affirmed the information in this\nreport and recommended it be forwarded to the City Council.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council receive and file the information\ncontained in this staff report and direct staff to submit the report to the Office\nof Planning and Research and State Department of Housing and Community\nDevelopment.

A. SERVICE UPDATE AND AGREEMENT WITH CHINATOWN SERVICE CENTER\nFOR CASE MANAGEMENT SERVICES IN THE AMOUNT OF $58,879.73\nANNUALLY\nAt the March 3, 2024 City Council meeting, the City Council approved the City\nManager to execute an agreement with Chinatown Service Center (CSC) to\nprovide case management services. Since then, a case manager has been\nlocated at the Community Recreation Center and has provided services to\nresidents and non-residents in need of assistance. The CSC staff have provided\na report which outlines the services provided and number of people served\nfrom May 2024 to October 2025. The CSC has also submitted an updated\nproposal to continue offering case management services at the annual cost of\n$58,879.73.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council continue to partner with Chinatown\nService Center (CSC) to provide case management services to the public and\nauthorize the City Manager to execute the professional services agreement with\nCSC.

B. PRESENTATION AND ACCEPTANCE OF THE ANNUAL COMPREHENSIVE\nFINANCIAL REPORT AND OTHER AUDIT REPORTS FOR THE FISCAL YEAR\nENDED JUNE 30, 2025\nThe certified public accounting firm of Moss, Levy, Hartzheim, LLP (MLH) was\nengaged by the City Council to perform an audit of the financial statements\nand conduct compliance testing of the City of San Gabriel for the fiscal year\nended June 30, 2025. MLH conducted the audit in accordance with generally-\naccepted auditing standards and issued an unqualified (clean) audit opinion on\nthe financial statements.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council receive and file the annual audit reports\nfor the fiscal year ended June 30, 2025.
