C. GENERAL PLAN HOUSING ELEMENT ANNUAL PROGRESS REPORT FOR\nTHE 2025 CALENDAR YEAR\nUnder the provisions of Government Code Section 65400(b), the Planning\nDivision is required to provide an annual report to the California Department\nof Housing and Community Development and to the Governor’s Office of\nPlanning and Research regarding the implementation of the General Plan’s\nHousing Element and how the City is meeting the regional housing needs for\nthe community. The General Plan Annual Progress Report is an important tool\nto facilitate the implementation of the Housing Element and to assist in tracking\nand monitoring the City’s progress in addressing the regional housing needs\nallocation, including the number of housing units permitted by income level,\nthe status of programs in the Housing Element, and efforts to remove\ngovernmental constraints.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council receive and file the information\ncontained in this staff report and direct staff to submit the housing report to\nthe State Department of Housing and Community Development.
