5.1. Award of Contract to RoviSys for Replacement of Water SCADA Controls\nRECOMMENDATION:\nStaff recommends that the City Council:\n1. Determine the proposed project is not subject to environmental review under the\nCalifornia Environmental Quality Act (“CEQA”) pursuant to State CEQA\nGuidelines (Cal. Code Regs., § 15000 et seq.) Sections 15061(b)(2) in that the\nproposed project is categorically exempt from environmental review pursuant to\nCEQA Guidelines Sections 15301 (Existing Facilities), 15302 (Replacement and\nReconstruction); and Section 15061 (b)(3) - Common Sense Exemption in that it\ncan be seen with certainty that there is no possibility that the project may have a\nsignificant effect on the environment;\n2. Appropriate an additional $115,947 to CIP #25-005, Account 199-9999-425-\n40.01, for a total of $665,947;\n3. Award the contract to RoviSys, for the sum of $605,407;\n4. Reject all other proposals;\n5. Authorize the City Manager to execute the contract; and
