(PROJ24-0098)\nRECOMMENDATION:\nThe Planning Commission recommends that the City Council:\n1. DETERMINE that the Development Code Amendment is exempt from the\nCalifornia Environmental Quality Act (CEQA), pursuant to Section 15061(b)(3),\nCommon Sense Exemption, of the CEQA Guidelines due to the minor nature of\nthe changes to regulation and the absence of a development project; and,\n2.
