4.1. Proposal by the City of San Jacinto for a Development Code Amendment to amend\nmultiple articles and chapters of Title 17, (Development Code) of the City of San\nJacinto Municipal Code and Introduction of Ordinance No. 24-13. (PROJ24-0098)\nRECOMMENDATION:\nThe Planning Commission recommends that the City Council:\n1. DETERMINE that the Development Code Amendment is exempt from the\nCalifornia Environmental Quality Act (CEQA), pursuant to Section 15061(b)(3),\nCommon Sense Exemption, of the CEQA Guidelines due to the minor nature of\nthe changes to regulation and the absence of a development project; and,\n2.
