3.A.13.Accept the FY23-24 California Department of Alcoholic Beverage Control\nsponsored by the Office of Traffic Safety Grant Program through the National\nHighway Traffic Safety ABC-OTS Grant Program Funding in the Amount of\n$40,000; Adopt Resolution No. 2024-016, Authorizing the Riverside County\nSheriff and Other Authorized Agents to Accept Funding for the ABC-OTS Grant\nProgram from the California Department of Alcoholic Beverage Control, to\nExecute the ABC-OTS Grant Documents and Administer the ABC-OTS Grant,\nfor the communities in the Southwest Corridor of the County; District 1, 2 & 3.\nRECOMMENDATION:\nStaff recommends that the City Council:\n1. Accept the Fiscal Year 2025-26 Department of Alcoholic Beverage Control's\nABC-OTS Grant Program from the State of California, in the amount of\n$40,000 for the grant period of October 1, 2025, to August 31, 2026;\n2. DETERMINE that the adoption of Ordinance No. 25-08 and Ordinance\nNo. 25-09 are not subject to the California Environmental Quality Act\n(CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a\ndirect or reasonably foreseeable indirect physical change in the environment)\nand 15060(c)(3) (the activity is not a project as defined in Section 15378) of\nthe CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3,\nbecause it has no potential for resulting in physical change to the environment,\ndirectly or indirectly.\n2. Hold the Public Hearing related to the Annexation of Territory into CFD 2003-1;\n2. Adopt Resolution No. 4101, authorizing the annexation of territory to CFD 20031 and the levy of a Special Tax, and submitting the levy of Special Tax to the\nQualified Electors;\n3. Call upon the City Clerk to conduct the Special Annexation Landowner Election;\n4.
