Appropriate $241,566 from the Water Enterprise Reserve Fund (052) to Fund\n050-9000-450.33-30 for FY 25/26;\n2. Award the construction contract for the Repair and Testing of the Lake Park\nWell to Well Tec Services, Inc. in the amount of $199,650 plus a 10%\ncontingency of $19,965 for a total of $219,615;\n3. Award a Professional Services Agreement to Kyle Groundwater for\nhydrogeologic construction management and well rehabilitation support\nservices in the amount of $21,951;\n4 Determine the proposed project is not subject to environmental review under\nthe California Environmental Quality Act (“CEQA”) pursuant to State CEQA\nGuidelines (Cal. Code Regs., § 15000 et seq.) Sections 15061(b)(2) in that the\nproposed project is categorically exempt from environmental review pursuant\nto CEQA Guidelines Sections 15301, 15302 and Section 15061 (b)(3) -\nCommon Sense Exemption in that it can be seen with certainty that there is no\npossibility that the project may have a significant effect on the environment;\n5. 4.1.\nEsplanade Avenue Widening Phase 1 Warren Road to Sanderson Avenue (CIP# 06-\n145)\nRECOMMENDATION:\nStaff recommends the City Council take the following actions:\n1.\nApprove the plans and specifications for the Esplanade Avenue Widening Phase 1\nWarren Road to Sanderson Avenue (CIP# 06-145);\n2.\nAward the construction contract to the lowest responsible bidder submitting a\nresponsive bid, Granite Construction Company, for the sum of $8,083,808;\n3.\nAllocate 10% ($808,381) of total bid for construction contingencies;\n4.\nAllocate 8.66% ($700,000) of total bid for construction administration,\ninspection, and testing; and
