3.A.3. Lake Park Well Rehabilitation - Patch Casing\nRECOMMENDATION:\nStaff recommends that the City Council:\n1. Appropriate $241,566 from the Water Enterprise Reserve Fund (052) to Fund\n050-9000-450.33-30 for FY 25/26;\n2. Award the construction contract for the Repair and Testing of the Lake Park\nWell to Well Tec Services, Inc. in the amount of $199,650 plus a 10%\ncontingency of $19,965 for a total of $219,615;\n3. Award a Professional Services Agreement to Kyle Groundwater for\nhydrogeologic construction management and well rehabilitation support\nservices in the amount of $21,951;\n4 Determine the proposed project is not subject to environmental review under\nthe California Environmental Quality Act (“CEQA”) pursuant to State CEQA\nGuidelines (Cal. Code Regs., § 15000 et seq.) Sections 15061(b)(2) in that the\nproposed project is categorically exempt from environmental review pursuant\nto CEQA Guidelines Sections 15301, 15302 and Section 15061 (b)(3) -\nCommon Sense Exemption in that it can be seen with certainty that there is no\npossibility that the project may have a significant effect on the environment;\n5. Reject all other bids and;\n6. Authorize the City Manager to execute all contract documents.\nDepartment:\nWater
