1. ADOPTION OF MEMORANDUM OF UNDERSTANDING WITH THE CITY\nEMPLOYEES’ ASSOCIATION, FIREFIGHTERS’ ASSOCIATION, POLICE\nOFFICERS’ ASSOCIATION, RESOLUTION NO. R-24-16, APPROVING A\nCOMPENSATION PLAN FOR UNREPRESENTED EMPLOYEES, AND\nRESOLUTION NO. R-24-20, APPROVING CONTINUATION OF EMPLOYEE\nCONTRIBUTION OF IAFF MEDICAL EXPENSE REIMBURSEMENT PLAN\nRecommendation: Staff recommends that the City Council adopt the MOUs with all of\nthe employee associations, adopt Resolution No. R-24-16, and adopt Resolution No.\nR-24-20. If Council concurs, an appropriate motion would be:\n“I move to…\nAdopt the Memorandum of Understandings for the City Employees’ Association,\nFirefighters’ Association and Police Officers’ Association;\nAdopt Resolution No. R-24-16, amending Resolution No. R-24-04 and approving\na compensation plan for unrepresented employees; and\nAdopt Resolution No. R-24-20, to approve employee contributions to the IAFF\nMedical Expense Reimbursement Plan Effective July 1, 2024.”

2. PRESENTATION AND ADOPTION OF THE PROPOSED OPERATING &\nCAPITAL BUDGET FOR FISCAL YEAR 2024-25\nRecommendation: Staff recommends that the City Council adopt Resolution No. R-24-\n17, adopting the Operating and Capital Budget for Fiscal Year 2024-25, adopt\nResolution No. R-24-19, amending Resolution No. R-21-10 to include Fee S-073\nBus/Van/Valet Parking Permits, adopt Resolution No. R-24-14, adopting the Salary\nSchedule for FY 2024-2025, and adopt Resolution No. R-24-15, approving new job\nclassifications/specifications for the position of part-time Special Projects Coordinator.\nIf the Council concurs with staff’s recommendation, an appropriate motion would be:\n“I move to adopt (1) Resolution No. R-24-17, Adopting the Operating and Capital\nBudget for the Fiscal Year 2024-25 and Appropriating the Amounts Specified therein\nfrom the Funds and for the Purposes Indicated; (2) Resolution No. R-24-19 amending\nResolution No. R-21-10 to Include Fee S-073 Bus/Van/Valet Parking Permits; (3)\nResolution No. R-24-14, Adopting the Salary Schedule for FY 2024-2025; and (4)\nResolution No. R-24-15, Approving New Job Classifications/Specifications for the\nPosition of Part-Time Special Projects Coordinator.”

3. APPROVAL OF SAN MARINO CENTER RENOVATION PROJECT NO. 20-\n1000 PARTIAL RELEASE OF RETENTION IN THE AMOUNT OF $300,000\nTO CABD CONSTRUCTION AND DISCUSS USE OF REMAINING\nFURNITURE, FIXTURES & EQUIPMENT AND CONTINGENCY BUDGET\nRecommendation: Staff recommends the City Council 1) approve Item #1 for the\ninstallation of the lower rooftop screening, 2) approve partial release of the project’s\nretention payment in the amount of $300,000 to CABD Construction, and 3) provide\ndirection on the remaining Items #2-4.\nIf the Council concurs, an appropriate motion would be:\nOption 1:\n“I move to approve Item #1 related to the San Marino Center Renovation (lower roof\nscreening), and direct staff to partially release the project’s retention payment in the\namount of $300,000 to CABD Construction.”\nOption 2:\n“I move to approve Item #1 and (insert any combination of items #2, #3, and #4)\nAGENDA – MAY 31, 2024 Page 3 of 5\nrelated to the San Marino Center Renovation, and direct staff to partially release the\nproject’s retention payment in the amount of $300,000 to CABD Construction.”\nCONSENT CALENDAR

4. APPROVAL OF RESOLUTION NO. R-24-18 ESTABLISHING THE\nAPPROPRIATIONS LIMIT FOR FISCAL YEAR 2024-25\nRecommendation: Staff recommends adoption of the proposed FY 2024-25\nappropriations limit and the appropriations subject to limitation for the City of San\nMarino. If the City Council concurs with staff’s recommendation, an appropriate\nmotion would be:\n“I move to approve Resolution No. R-24-18, Establishing the Appropriations Limit and\nAppropriations Subject to Limitation for Fiscal Year 2024-25.”

APPOINTMENT OF MEMBERS TO CITY OF SAN MARINO ADVISORY\nBODIES\nRecommendation: The Council Liaisons for the Planning Commission recommend the\nCouncil appointment of three (3) regular members and one (1) alternate member to\nserve four-year terms, each commencing on June 1, 2024.\nThe Council Liaisons for the Design Review Committee recommend the Council\nappointment of three (3) regular members and one (1) alternate member to serve\ntwo-year terms, each commencing on June 1, 2024.\nThe Council Liaisons for the Public Safety Commission recommend the Council\nappointment of two (2) regular members to serve four-year terms each commencing\non June 1, 2024.\nThe Council Liaisons for the Library Board of Trustees recommend the Council\nappointment of two (2) regular members to serve three-year terms each commencing\non June 1, 2024.\nIf Council concurs, the appropriate motions would be:\n“I move to appoint Kevin Cheng, Sharon Mequet, and Joyce Gatsoulis Batnij as regular\nmembers and Brett Leitner as an alternate member of the Planning Commission to\nserve terms ending May 31, 2028.”\n“I move to appoint Raymond Cheng, Ted Lee, and Steven Jones as regular members\nand Nora Hoyos as an alternate member of the Design Review Committee to serve\nterms ending May 31, 2026.”\n“I move to appoint Charles Martinson and Eliot Hodges as regular members of the\nPublic Safety Commission to serve terms ending May 31, 2028.”\nAGENDA – MAY 31, 2024 Page 4 of 5\n“I move to appoint Vivi Wahl and Genevieve Chien as regular members of the Library\nBoard of Trustees to serve terms ending May 31, 2027.”
