APPROVAL OF SOLE SOURCE PURCHASE OF MOTOROLA SOLUTIONS\nIN-CAR MOBILE DISPATCH RADIOS, RADIO PROGRAMMING, AND\nINSTALLATION IN THE AMOUNT OF\n$119,184.17\nRecommendation: Staff recommends the City Council approve the purchase of\nMotorola APX8500 in-car mobile radios, as included in the FY25-26 Budget. If the City\nCouncil concurs with the staff’s recommendation, an appropriate motion would be:\n“I move to approve the purchase of nine Motorola APX8500 in-car mobile radios in the\namount of$119,184.17.”

3. APPROVAL OF AMENDMENT NO. 3 TO THE PROFESSIONAL SERVICES\nAGREEMENT WITH RINCON CONSULTANTS, INC., INCREASING THE\nNOT-TO-EXCEED AMOUNT TO $200,000 FOR CONTRACT PLANNING\nSERVICES\nRecommendation: Staff recommends the City Council approve Amendment No. 3,\ndirect the City Attorney to prepare the amendment, and authorize the City Manager to\nexecute the amendment. If Council concurs, the appropriate motion would be:\n“I move to approve Amendment No. 3 in the not-to-exceed amount of $200,000 with\nRincon Consultants, Inc., for Planning consulting services, direct the City Attorney to\nprepare Amendment No. 3 consistent with the scope outlined in the staff report, and\nauthorize the City Manager to execute said amendment.”

4. The City Council should approve the primary ballot argument in favor of San Marino’s\nTUT ballot measure. This measure aims to impose a transaction and use tax on the sale of\nSan Marino’s land. The recommendation is to submit this argument to the County of\nLos Angeles for use in the upcoming June 2, 2026 election. If the City Council agrees with\nthis recommendation, the appropriate motion would be: “I move to approve the primary\nballot argument in favor of San Marino’s TUT ballot measure. This motion should be\nsigned by all five City Council members and submitted to the County of Los Angeles for\nuse in the June 2, 2026 election.”

5. REINSTATEMENT OF THE NON-RESIDENT WEEKEND ADMISSION FEE TO LACY PARK\nAs of April 11, 2026, the City Council is recommended to approve the reinstatement\nof the Lacy Park Weekend Non-Resident Admission Fee. If the City Council agrees with\nthis recommendation, the appropriate motion would be:\n“I move to approve Resolution No. R-26-05, a resolution approving the reinstatement\nof collecting the Lacy Park Weekend Non-Resident Admission Fee.”

6. CASH AND INVESTMENT REPORT FOR THE MONTH OF JANUARY 2026\nRecommendation: Staff recommends the Council receive and file this report. If the City\nCouncil concurs with staff’s recommendation, an appropriate motion would be:\n“I move to receive and file the Cash and Investment Report for the Month of January\n2026.”
