1. LOCAL APPOINTMENTS - At the regular meeting of November 22, 2022, the City\nCouncil declared vacancies and directed the City Clerk to post and publish the Notice of\nVacancy for three regular positions on each of the Planning Commission, Parks,\nRecreation and Community Services Commission, Arts Commission, Open Space\nPreservation District Financial Accountability and Audit Panel, and one position for the\nCity’s appointment to the Greater Los Angeles County Vector Control Board.\nRECOMMENDED ACTION:\nCity Council:\n1. Councilmembers McLean, Miranda, and Weste nominate and Council approve\nregular appointments to the Planning Commission; Parks, Recreation and Community\nServices Commission; Arts Commission; and Open Space Preservation District\nFinancial Accountability and Audit Panel for a full term of four years, ending\nDecember 31, 2026.

2. Council nominate and approve the City of Santa Clarita’s appointment to the Greater\nLos Angeles County Vector Control District Board of Trustees, ending January 8,\n2027.

3. Direct the City Clerk to update and post the Local Appointments List, and designate\nall branches of the Santa Clarita Public Library to receive a copy of the list.\nCONSENT CALENDAR\nAll matters listed under the Consent Calendar are considered routine and will be enacted by one\nmotion by the City Council. The items are not individually discussed by the City Council unless\na request is made by a member of the public or the Council, in which case, the item(s) will be\nremoved from the Consent Calendar and will be considered separately.\n2. APPROVAL OF SPECIAL MEETING MINUTES – The minutes of the City Council\nare submitted for approval.\nRECOMMENDED ACTION:\nCity Council approve the minutes of the December 13, 2022 Special Meeting.\n3. 5. CHECK REGISTER NO. 26 - Check Register No. 26 for the Period 11/18/22 through\n12/01/22 and 12/08/22. Electronic Funds Transfers for the Period 11/21/22 through\n12/02/22.\nRECOMMENDED ACTION:\nCity Council approve and ratify for payment the demands presented in Check Register\nNo. 26.

6. APPROVAL OF FISCAL YEAR 2023-24 RECOGNIZED OBLIGATION\nPAYMENT SCHEDULE (ROPS) FOR SUBMITTAL TO THE DEPARTMENT\nOF FINANCE - Pursuant to HSC section 34177 (o)(1), Successor Agencies shall submit\nan Oversight Board approved annual ROPS to the Department of Finance and the County\nAuditor-Controller by February 1, 2016, and each February 1 thereafter.\nRECOMMENDED ACTION:\nCity Council acting as the Successor Agency to the former Redevelopment Agency adopt\na resolution approving the Fiscal Year 2023-24 Recognized Obligation Payments\nSchedule for submittal to the Department of Finance.

7. LANDSCAPE MAINTENANCE DISTRICT CONTRACT FOR ZONE 27 - Award\nof a two-year contract to Oak Springs, Inc., to provide one-time and recurring landscape\nmaintenance services for Landscape Maintenance District Zone 27 (Circle J Ranch).\nRECOMMENDED ACTION:\nCity Council:\n1. Award a two-year contract to Oak Springs, Inc., to provide landscape maintenance\nservices to Landscape Maintenance District Zone 27 (Circle J) for an annual base\namount of $236,308, plus an additional $71,752 in annual contract expenditure\nauthority to address unforeseen maintenance and repairs, and authorize a one-time\nadditional $33,620 in expenditure authority to address deferred landscape\nmaintenance needs throughout the Zone, for a collective not to exceed amount of\n$649,740 over two-year contract.\n2. Authorize a one-time appropriation from Landscape Maintenance District Fund 357\ntotaling $75,215, as identified in Attachment A, to fund expenditures for one-time\nlandscape clean-up activities and recurring maintenance services expenditures\nassociated with the recommended contract for the remainder of Fiscal Year 2022-23.\n3. Authorize ongoing appropriations from Landscape Maintenance District Fund 357\ntotaling $99,827, as identified in Attachment B, to support recurring landscape\nmaintenance services expenditures associated with the recommended contract\ncommencing in Fiscal Year 2023-24.\n4. Authorize the City Manager or designee to execute up to three additional, one-year\nrenewal options beginning in year three, not to exceed the annual contract amount,\ninclusive of as-needed expenditure authority, plus an adjustment in compensation\nconsistent with the appropriate Consumer Price Index, upon request of the contractor,\nand contingent upon the appropriation of funds by the City Council in the annual\nbudget for such fiscal year.\n5. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, modify the awards in the event impossibility of performance arises, and\nexecute all documents subject to City Attorney approval.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda.
