10. 2022-23 ANNUAL CONCRETE REHABILITATION PROGRAM, PROJECT\nM0148 AND 2022-23 ADA ACCESS RAMPS, PROJECT D0003 - PLANS AND\nSPECIFICATIONS AND CONSTRUCTION CONTRACT - The sidewalk repair\nprogram will replace selected existing sidewalks damaged by tree roots and pavement\nsettlement. The access ramp construction program will serve people with disabilities\nthrough the installation of new access ramps.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the 2022-23 Concrete Rehabilitation\nProgram, Project M0148, and 2022-23 ADA Access Ramps, Project D0003.\n2. Award the construction contract to Toro Enterprises, Inc., in the amount of $643,160\nand authorize a contingency of $10,000 for the total contract amount of $653,160.\n3. Authorize the transfer of project savings in the amount of $100,000 to 2022-23\nConcrete Rehabilitation Program expenditure account M0148233-516101 from the\nfollowing accounts:\n• $38,000 in TDA Article 8 Street & Road (Fund 233) from expenditure account\nT3027233-516101, Sidewalk Gap Closure;\n• $37,000 in TDA Article 8 Street & Road (Fund 233) from expenditure account\nM0147233-516101, 21-22 Thermoplastic Lane Striping; and\n• $25,000 in TDA Article 8 Street & Road (Fund 233) from expenditure account\nC0064233-516101, 20-21 Circulation Improvement Program.\n4. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

MAGIC MOUNTAIN PARKWAY BEAUTIFICATION, PROJECT B1019 -\nDESIGN CONTRACT - This item awards the design contract for the beautification on\nMagic Mountain Parkway from Tourney Road to Avignon Drive. Improvements will be\ndesigned and constructed in two phases. Phase Ⅰ will be the landscape medians and phase\nⅡ improvements will provide the full buildout of street improvements including bike\npaths, street lighting and sidewalks.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a design contract to Encompass Consultant Group, Inc., for the Magic\nMountain Parkway Beautification, Project B1019, in the amount of $625,979 and\nauthorize a contingency in the amount of $62,597, for a total contract amount not to\nexceed $688,576.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda. Adopt resolutions declaring the results of the property owner protest ballot\nproceeding and approving the annexation of Assessor Parcel Number 2803-030-046\ninto the Santa Clarita Streetlight Maintenance District, Zone B, if no majority protest\nexists, and order levies beginning Fiscal Year 2023-24. If a majority protest exists, no\nfurther action will be required.\nNEW BUSINESS\n2. CITY DELEGATE AND ALTERNATE REPRESENTATIVE FOR THE 2023\nSOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS' GENERAL\nASSEMBLY - Each year, the City Council appoints a Delegate and an Alternate to the\nSouthern California Association of Governments (SCAG) General Assembly. SCAG\nholds an annual Regional Conference and General Assembly Meeting where the\nDelegates take part in panel discussions with fellow elected officials and stakeholders\nthroughout Southern California and may vote on resolutions proposed to the General\nAssembly.\nRECOMMENDED ACTION:\nCity Council appoint a Delegate and an Alternate to the 2023 Southern California\nAssociation of Governments’ General Assembly.

CONSIDERATION OF A CONTRIBUTION TO HENRY MAYO NEWHALL\nHOSPITAL'S BUILDING FOR YOUR HEALTH CAPITAL CAMPAIGN - The\nCity Council to consider Henry Mayo Newhall Hospital's request for a contribution to its\nBuilding for Your Health capital campaign.\nRECOMMENDED ACTION:\nCity Council discuss the capital campaign request made by Henry Mayo Newhall\nHospital and provide direction to City staff.

PROPERTY ACQUISITION AND LEASE AGREEMENT FOR YMCA\nBUILDING - City Council to consider acquiring the property located at 26147 McBean\nParkway, and amending the property lease between the YMCA of Metropolitan Los\nAngeles and the Valencia Summit Homeowners Association, naming the City of Santa\nClarita as the tenant.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve a Donation Agreement with the YMCA for the transfer of ownership of the\nbuilding located at 26147 McBean Parkway, at no cost to the City.\n2. Amend the Lease Agreement between the YMCA and the Summit Homeowners\nAssociation, removing the YMCA as the tenant and naming the City of Santa Clarita\nthe tenant for the duration of the lease.\n3. Authorize the City Manager or designee to execute all documents, subject to final\nlanguage approval by the City Manager and City Attorney.

PROPOSED 2023 LOS ANGELES COUNTY WEED ABATEMENT AND BRUSH\nCLEARANCE PROGRAM – City Council to discuss the proposed Los Angeles\nCounty Weed Abatement and Brush Clearance Program for calendar year 2023, including\nthe impact to Santa Clarita property owners, and provide staff direction.\nRECOMMENDED ACTION:\nCity Council discuss the proposed Los Angeles County Weed Abatement and Brush\nClearance Program for calendar year 2023 and provide direction to City staff.\nCONSENT CALENDAR\nAll matters listed under the Consent Calendar are considered routine and will be enacted by one\nmotion by the City Council. The items are not individually discussed by the City Council unless\na request is made by a member of the public or the Council, in which case, the item(s) will be\nremoved from the Consent Calendar and will be considered separately.
