AMEND CONDITIONS OF APPROVAL FOR THE VISTA CANYON PROJECT\nAND CONSIDER ACTIONS PERTAINING TO THE VISTA CANYON ROAD\nBRIDGE PROJECT, S3037, AND WATER FACTORY - Council consideration to\neliminate conditions of approval for Master Case No. 07-127 and adopt a resolution to\nassign developer’s contracts to the City for the design of the Vista Canyon Road Bridge\nproject.\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct a public hearing to consider eliminating conditions of approval EN42 and\nEN43 of Master Case No. 07-127; requiring construction of the Vista Canyon Road\nBridge.

2. Adopt a resolution which would do the following:\na. Eliminate Condition Nos. EN42 and EN43 regarding construction of the Vista\nCanyon Road Bridge so that the City can construct the Bridge;\nb. Accept the Water Factory facility completed by Vista Canyon Ranch, LLC;\nc. Accept fencing, parking, and construction staging easements from Vista\nCanyon Ranch, LLC;\nd. Authorize the City Manager to execute agreements to acquire plans and\nspecifications for design and construction of the Vista Canyon Road Bridge\nproject in an amount not to exceed $999,661; and\ne. Authorize a loan from the General Fund (100) to the Eastside Bridge &\nThoroughfare District Fund (301) in the amount of $1,100,000 and\nappropriate to expenditure account S3037301-516101.\nNEW BUSINESS\n2. CITY DELEGATE AND ALTERNATE REPRESENTATIVE FOR THE 2024\nSOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS' GENERAL\nASSEMBLY - Each year, the City Council appoints a Delegate and an Alternate to the\nSouthern California Association of Governments (SCAG) General Assembly. SCAG\nholds an annual Regional Conference and General Assembly Meeting where the\nDelegates take part in panel discussions with fellow elected officials and stakeholders\nthroughout Southern California and may vote on resolutions proposed to the General\nAssembly.\nRECOMMENDED ACTION:\nCity Council appoint a Delegate and an Alternate to the 2024 Southern California\nAssociation of Governments’ General Assembly.\nCONSENT CALENDAR\nAll matters listed under the Consent Calendar are considered routine and will be enacted by one\nmotion by the City Council. The items are not individually discussed by the City Council unless\na request is made by a member of the public or the Council, in which case, the item(s) will be\nremoved from the Consent Calendar and will be considered separately.

6. ASSIGNMENT AGREEMENT WITH VITAL RECORDS CONTROL FOR\nRECORDS SERVICES - The City contracts for records storage services and destruction\nof inactive records. This item would approve the assignment agreement for these services\nwith Vital Records Control.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the assignment agreement with Vital Records Control.\n2. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

7. CITYWIDE JANITORIAL SUPPLIES CONTRACT - This item considers awarding\na contract to American Sanitary Supplies for $117,534 to provide Citywide Janitorial\nSupplies.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a one-year contract to American Sanitary Supply for Citywide janitorial\nsupplies in an amount not to exceed $97,945 and authorize a contingency of $19,589,\nfor a total amount not to exceed $117,534.\n2. Authorize the City Manager or designee to execute up to three additional one-year\nrenewal options beginning in year two, not to exceed the annual contract amount, plus\nan adjustment in compensation consistent with the appropriate Consumer Price Index,\nupon request of the contractor, and contingent upon the appropriation of funds by the\nCity Council in the annual budget for such fiscal year.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

ACCEPTANCE OF AN EASEMENT FROM SOUTHERN CALIFORNIA\nEDISON (CITY HALL PARKING LOT) - This item considers the acceptance of an\neasement from Southern California Edison for a section of the City Hall Parking Lot.\nRECOMMENDED ACTION:\nCity Council approve and authorize the City Manager or designee to accept an easement\nfrom Southern California Edison Company, as described and shown on Exhibit “A”\nLegal Description and Exhibit “B” Partial Quitclaim of Easement, and execute a\nCertificate of Acceptance subject to City Attorney approval.

9. 2023-24 CONCRETE REHABILITATION PROGRAM, PROJECT M0152 AND\n2023-24 ADA ACCESS RAMPS, PROJECT D0004 - PLANS AND\nSPECIFICATIONS AND CONSTRUCTION CONTRACT - The sidewalk repair\nprogram will replace selected existing sidewalks damaged by tree roots and pavement\nsettlement. The access ramp construction program will serve people with disabilities\nthrough the installation of new access ramps.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the 2023-24 Concrete Rehabilitation\nProgram, Project M0152, and 2023-24 ADA Access Ramps, Project D0004.\n2. Award the construction contract to R.C. Becker and Son, Inc., in the amount of\n$544,053 and authorize a contingency in the amount of $54,400, for a total contract\namount not to exceed $598,453.\n3. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda.
