1. FISCAL YEAR 2024-25 ANNUAL OPERATING BUDGET AND CAPITAL\nIMPROVEMENT PROGRAM - The proposed Fiscal Year 2024-25 budget was\ndistributed to the City Council along with the Planning Commission; the Parks,\nRecreation, and Community Services Commission; and the Arts Commission on May 7,\n2024. In addition, on June 4, 2024, the Planning Commission made a finding by minute\naction that the Draft Fiscal Year 2024-25 Capital Improvement Program is consistent\nwith the City of Santa Clarita's General Plan.\nRECOMMENDED ACTION:\nCity Council and City Council acting as Successor Agency to the former Redevelopment\nAgency of the City of Santa Clarita conduct a public hearing on the proposed Fiscal Year\n2024-25 Annual Operating Budget and Capital Improvement Program and schedule the\nbudget for adoption at the June 25, 2024, City Council Meeting.

CITYWIDE ENERGY EFFICIENCY PROGRAM - CONTRACT\nMODIFICATION FOR CITY HALL PARKING LOT REPAIRS - This item\nconsiders modification of an agreement with Climatec, LLC and authorizes repairs to the\nCity Hall parking lot.\nRECOMMENDED ACTION:\nCity Council:\n1. Amend the current contract with Climatec, LLC., to authorize the repair and\nresurfacing of the City Hall parking lot and increase expenditure authority in the\namount of $355,000, for a total contract amount not to exceed $35,484,467.\n2. Authorize the transfer of Measure R Local Return (Fund 264) funds in the amount of\n$355,000 from the 2021-22 Federal Overlay, Project M0142, expenditure account\nM0142264-516101 to the Energy Efficiency Program, Project R0033, expenditure\naccount R00033264-516101.\n3. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

LANDSCAPE MAINTENANCE CONTRACTS FOR LMD ZONES T23, T23A,\nAND T23B - City Council consideration to award contracts to Stay Green, Inc., to\nprovide recurring landscape maintenance services for Landscape Maintenance District\nZones T23, T23A, T23B.\nRECOMMENDED ACTION:\nCity Council:\n1. Award three contracts to Stay Green, Inc., to provide landscape maintenance services\nfor Landscape Maintenance District Zones T23 (Mountain View), T23A (Mountain\nView Condos/Seco Canyon), and T23B (Seco Villas), for two-year contract amounts\nnot to exceed $1,023,272, $537,200, and $174,426 respectively.\n2. Authorize the City Manager or designee to execute up to three additional one-year\nrenewal options beginning in year three, not to exceed the annual contract amounts,\ninclusive of as-needed expenditure authority, plus an adjustment in compensation\nconsistent with the appropriate Consumer Price Index, upon request of the contractor,\nand contingent upon the appropriation of funds by the City Council in the annual\nbudget for such fiscal year.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.\n4. Appropriate an ongoing budget increase, beginning in Fiscal Year 2024-25, of\n$285,989 from the Landscape Maintenance District Fund Balance (Fund 357) to Zone\nT23 expenditure account 3572420-516110 ($221,860), to Zone T23A expenditure\naccount 3572421-516110 ($40,888), and to Zone T23B expenditure account\n3572422-516110 ($23,241).\n5. Find that the award of contracts is exempt from the California Environmental Quality\nAct pursuant to Article 19 – Categorical Exemptions, Section 15301, Existing\nFacilities, (h) Maintenance of Existing Landscaping.

FISCAL YEAR 2024-25 ANNUAL LEVY FOR OPEN SPACE PRESERVATION\nDISTRICT - Consideration and adoption of resolutions associated with the annual\nprocess of ordering, approving, and setting the public hearing on the annual levy of the\nOpen Space Preservation District as required by the Landscaping and Lighting Act of\n1972.\nRECOMMENDED ACTION:\nCity Council adopt a resolution declaring the City's intention to levy assessments,\npreliminarily approve an Engineer's Report in connection with the Open Space\nPreservation District for Fiscal Year 2024-25, and set a public hearing for June 25, 2024.

RESOLUTIONS INITIATING THE ANNUAL LEVY OF SPECIAL DISTRICTS\nFOR FISCAL YEAR 2024-25 - This procedural matter is required by state law and\norders, approves, and sets the public hearing for the annual levy of the Landscape and\nLighting District, Drainage Benefit Assessment Areas, Golden Valley Ranch Open Space\nMaintenance District, and the Tourism Marketing District.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt resolutions declaring the City’s intention to levy assessments, preliminarily\napprove Engineer’s Reports in connection with Special Districts for Fiscal Year\n2024-25, and set a public hearing for June 25, 2024.\n2. Adopt the annual report for the Tourism Marketing District, adopt a resolution of\nintent to continue a Business Improvement Area in the City of Santa Clarita\ndesignated as the Tourism Marketing District, and set a public hearing for June 25,\n2024.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda. INTRODUCTION AND FIRST READING OF AN ORDINANCE DETERMINING\nTHE ANNUAL STORMWATER POLLUTION PREVENTION FEE FOR FISCAL\nYEAR 2024-25 - Determination and approval of the Stormwater Pollution Prevention\nFee rates for Fiscal Year 2024-25.\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct a public hearing on the Stormwater Pollution Prevention Fee for Fiscal Year\n2024-25.\n2. Introduce an ordinance entitled: "AN ORDINANCE OF THE CITY COUNCIL OF\nTHE CITY OF SANTA CLARITA, CALIFORNIA, DETERMINING THE\nANNUAL STORMWATER POLLUTION PREVENTION FEE FOR FISCAL\nYEAR 2024-25" and pass to second reading.\nCONSENT CALENDAR\nAll matters listed under the Consent Calendar are considered routine and will be enacted by one\nmotion by the City Council. SANTA CLARITA PUBLIC TELEVISION AUTHORITY PUBLIC TELEVISION\nMANAGEMENT SERVICES AGREEMENT - Consideration of the Public Television\nManagement Services agreement between the Santa Clarita Public Television Authority\nand SCVTV.\nRECOMMENDED ACTION:\nCity Council:\n1. Authorize funding for a two-year Public Television Management Services Agreement\nwith SCVTV for the ongoing management and programming of Charter Spectrum\nCommunications and AT&T for playback, programming, and production studio\noperations from July 1, 2024, through June 30, 2026, in the amount not to exceed\n$342,000 for Fiscal Year (FY) 2024-25 and $349,000 for FY 2025-26.\n2. Appropriate ongoing funds in the amount of $12,245 in FY 2024-25 and $19,245 in\nFY 2025-26 from the General Fund (Fund 100) to Expenditure Account 1001501-\n701008; ongoing $30,000 in FY 2024-25 from the Public Access, Educational, and\nGovernment Fund (Fund 330) to Expenditure Account 3301502-701008; and one-\ntime funding in the amount of $30,000 in FY 2024-25 and FY 2025-26 from the\nCitrus Facility Fund (Fund 130) to Expenditure Account 1309008-701008, for a total\nbudget amount in all funds for $342,000 in FY 2024-25 and $349,000 in FY 2025-26.\n3. RESOLUTION DECLARING PROPERTIES OWNED BY THE CITY OF SANTA\nCLARITA IN THE OLD TOWN NEWHALL SPECIFIC PLAN AREA AS\nSURPLUS LAND - Council consideration to declare certain City-owned properties\nalong Main Street within the Arts & Entertainment Zone of the Old Town Newhall\nSpecific Plan in the City of Santa Clarita as surplus land under the California Surplus\nLand Act.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt a resolution declaring properties owned by the City of Santa Clarita, Assessor\nParcel Number’s (APN) 2831-018-901 thru 906; 2831-018-900; and 2831-019-901\nsurplus land under the Surplus Land Act.\n2. Authorize City Manager or designee to issue a Notice of Availability in accordance\nwith the Surplus Land Act.\n3. Authorize City Manager or designee to review each Notice of Interest received, if any\nduring the 60-day Notice of Availability period and then enter into negotiations with\nresponsive bidder(s) for a period of 90 days, all in accordance with the Surplus Land\nAct.\n4. CONTRACT FOR THE OPERATIONS AND MAINTENANCE OF CITYWIDE\nCNG FUELING STATIONS - City Council to consider awarding a contract to Clean\nEnergy for the operations and maintenance of the City of Santa Clarita's four Compressed\nNatural Gas (CNG) fueling stations.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a five-year contract to Clean Energy for the operations and maintenance of\nCitywide Compressed Natural Gas fueling stations in an amount not to exceed\n$1,526,817.\n2. Authorize the City Manager or designee to execute up to three additional, one-year\nrenewals, not to exceed the annual contract amount plus an adjustment consistent\nwith the appropriate Consumer Price Index.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, and execute renewals, in accordance with the terms provided herein,\nsubject to City Attorney approval.

SECOND READING OF AMENDMENTS TO THE CITY'S MUNICIPAL CODE\nREGARDING THE BOUNDARIES OF THE BENEFIT ZONE OF THE SANTA\nCLARITA TOURISM MARKETING DISTRICT BY DESIGNATING\nADDITIONAL HOTELS - City Council to conduct a second reading and consider\nadoption of the proposed ordinance amending the boundaries of the benefit zone of the\nSanta Clarita Tourism Marketing District to include newly constructed hotels.\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct a second reading and adopt an ordinance entitled, “AN UNCODIFIED\nORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,\nCALIFORNIA, AMENDING THE BOUNDARIES OF THE BENEFIT ZONE OF\nTHE SANTA CLARITA TOURISM MARKETING DISTRICT BY\nDESIGNATING ADDITIONAL HOTELS TO BE INCLUDED IN THE BENEFIT\nZONE ALL PURSUANT TO SANTA CLARITA MUNICIPAL CODE SECTIONS\n3.36.020 (DESCRIPTION OF AREA AND BENEFIT ZONE) AND 3.36.030.A\n(METHOD OF ASSESSMENT) AND THE PARKING AND BUSINESS\nIMPROVEMENT AREA LAW OF 1989, SECTION 36500 ET SEQ. OF THE\nSTREETS AND HIGHWAYS CODE.”\n2. Authorize the City Manager or designee to execute all contract, amendments, and\nassociated documents, subject to City Attorney approval.
