10. 2024-25 CONCRETE REHABILITATION PROGRAM AND ADA ACCESS\nRAMPS, PROJECTS M0156 AND D0005 - PLANS, SPECIFICATIONS, AND\nCONSTRUCTION CONTRACT - This item considers awarding a construction\ncontract for the 2024-25 Concrete Rehabilitation Program and Americans with\nDisabilities Act (ADA) Access Ramps projects. These projects will improve existing\nsidewalk and access ramps.\nRECOMMENDED ACTION:\nCity Council\n1. Approve the plans and specifications for the 2024-25 Concrete Rehabilitation\nProgram, Project M0156, and 2024-25 ADA Access Ramps, Project D0005.\n2. Award the construction contract to MSH Development Group Inc., in the amount of\n$593,325 and authorize a contingency in the amount of $59,300 for a total contract\namount not to exceed $652,625.\n3. 3. STATE LEGISLATION: AB 271, AB 875, AB 1022, SB 264, AND SB 265 - The\nfollowing state legislative items were presented to the City Council Legislative\nCommittee on March 5, 2025, and are being presented to the City Council for\nconsideration to adopt a position: AB 271 (Hoover), AB 875 (Muratsuchi), AB 1022\n(Kalra), SB 264 (Valladares), and SB 265 (Valladares).\nRECOMMENDED ACTION:\nCity Council:\n1.Support AB 271 (Hoover), AB 875 (Muratsuchi), SB 264 (Valladares), and SB 265\n(Valladares).\n2. Oppose AB 1022 (Kalra).\n3. Transmit position statements to the authors of the bills, Santa Clarita’s state\nlegislative delegation, appropriate legislative committees, Governor Newsom, and\nother stakeholder organizations.

4. VISTA CANYON WATER FACTORY OPERATIONS AND MAINTENANCE\nCONTRACT - Council Consideration to award a three-year contract to Geosyntec\nConsultants, Inc. for water testing services at the Vista Canyon Water Factory.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a three-year contract to Geosyntec Consultants, Inc., for water testing services\nin the amount of $482,822 and authorize a contingency in the amount of $48,282, for\na total contract amount not to exceed $531,104.\n2. Appropriate a one-time expenditure of $112,052 from the Vista Canyon Wastewater\nStandby fund balance (Fund 368) per attached Exhibit A, effective Fiscal Year 2024-\n25.\n3. Appropriate an ongoing expenditure of $250,000 from the Vista Canyon Wastewater\nStandby fund balance (Fund 368) per attached Exhibit A, effective Fiscal Year 2025-\n26.\n4. Authorize the City Manager or designee to execute up to two additional, one-year\nrenewal options, plus an adjustment consistent with the appropriate Consumer Price\nIndex for Los Angeles, Riverside, and Orange County adjustments, upon request of\nthe contractor, and contingent upon the appropriation of funds by the City Council in \nPage 4\nthe annual budget for such fiscal year.

5. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.\n5. PURCHASE OF BIG BELLY TRASH AND RECYCLING SOLAR COMPACTOR\nUNITS - The Environmental Services division is seeking Council consideration to\napprove the purchase of seven Big Belly Solar Trash and Recycling Units for placement\nat City parks to continue standardizing the collection of recyclables and waste.\nRECOMMENDED ACTION:\nCity Council:\n1.Approve the purchase, through Waxie Sanitary Supply, of seven Big Belly Solar Trash\nand Recycling Units, using the appropriated budget from the Construction and\nDemolition Forfeiture funds and the City/County Beverage Container Payment Program\ngrant from CalRecycle in the amount not to exceed $81,065.\n2. Authorize the City Manager or designee to execute all documents subject to City\nAttorney approval.

6. COVENANT AND ENVIRONMENTAL RESTRICTION ON ASSESSOR\nPARCEL NUMBERS 2861-062-900 & 2861-062-902 (MCBEAN TRANSIT\nCENTER) - City Council consider accepting a covenant and environmental restriction\nfrom the California Regional Water Quality Control Board, Los Angeles Region.\nRECOMMENDED ACTION:\nCity Council approve and authorize the City Manager or designee to accept a covenant\nand environmental restriction from the California Regional Water Quality Control Board,\nLos Angeles Region, as described and shown in Exhibit A.

LICENSE AGREEMENT WITH WHITTAKER CORPORATION AND EHS\nSUPPORT LLC - City Council consideration of a 10-year license agreement with\nWhittaker Corporation and EHS Support LLC.\nRECOMMENDED ACTION:\nCity Council authorize the City Manager or designee to execute all documents for the\nlicense agreement with Whittaker Corporation and EHS Support LLC, in a form\napproved by the City Attorney.

8. DOCKWEILER DRIVE EXTENSION, PROJECT S3023 - DESIGN CONTRACT\nMODIFICATIONS - This item considers extending the current contracts to provide\ndesign services for the Dockweiler Drive Extension project. The project includes design\nof Dockweiler Drive from the existing terminus to 13th Street and Railroad Avenue.\nRECOMMENDED ACTION:\nCity Council:\n1. Extend the current design contract and authorize an increased expenditure authority\nfor design services with MNS Engineers, Inc., in the amount of $1,668,812 and \nPage 5\nauthorize a contingency in the amount of $166,881, for a revised total contract\namount not to exceed $4,882,236.\n2. Extend the current design services agreement and authorize an increased expenditure\nauthority for design services with Southern California Regional Rail Authority, in the\namount of $301,400 and authorize a contingency in the amount of $30,140, for a\nrevised total contract amount not to exceed $572,935.\n3. Appropriate one-time funds in the amount of $2,100,000 from the Via Princessa\nBridge and Thoroughfare Fund (Fund 453) to expenditure account S3023453-516101,\nDockweiler Drive Extension.\n4. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

9. PARCEL MAP, ACCEPTANCE/REJECTION OF IRREVOCABLE OFFERS OF\nDEDICATION FOR PARCEL MAP NO. 80287 (TANNAHILL AVE.) - Pursuant to\nSection 66474.1 of the Subdivision Map Act, City Council consider approving Parcel\nMap, accept and reject offers of dedication, for Parcel Map No. 80287 (Tannahill Ave.).\nThe map is for subdivision purposes and is located on the east side of the City of Santa\nClarita, in the Sand Canyon area.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve Parcel Map for Parcel Map No. 80287.\n2. Accept on behalf of the public, the offer of dedication and grant of the easements for\npublic use and trail purposes.\n3. Reject the irrevocable offer of dedication and grant of easements for public use of the\nprivate and future street easements and improvements.\n4. Make findings as follows: This map is consistent with the provisions of Sections\n66474 and 66474.1 of the Subdivision Map Act and should be approved.\n5. Instruct the Director of Administrative Services to endorse the Special Assessment\nStatement on the face of Parcel Map for Parcel Map No. 80287, which indicates all\nspecial assessments levied by the City of Santa Clarita are paid.\n6. Instruct the City Clerk to endorse the City Clerk’s Statement on the face of Parcel\nMap for Parcel Map No. 80287, which embodies the approval of said map and the\nacceptance and rejection of the dedications shown thereon.\n7. Instruct the City Surveyor to endorse the City Surveyor’s Statement on the face of\nParcel Map for Parcel Map No. 80287, which provides for verification that the map is\ntechnically correct. \nPage 6\n8. Instruct the City Engineer to endorse the City Engineer’s Statement on the face of\nParcel Map for Parcel Map No. 80287, which provides for verification of substantial\nconformance with the Tentative Parcel Map and all provisions of local ordinances and\nstate laws applicable at the time of approval.\n9. Find Parcel Map for Parcel Map No. 80287 exempt from review under the California\nEnvironmental Quality Act pursuant to Guideline 15061(b)(3) because the\nsubdivision does not include any proposed development or construction.
