REGIONAL AQUATIC CENTER RENOVATION PROJECT – ADOPTION OF\nRESOLUTION NO. 9895 (PUBLIC WORKS)\nRECOMMENDATION: It is recommended that the City Council:\n1) Adopt Resolution No. 9895 approving an application for specified grant funds from\nthe State of California Budget Act of 2023 [19.561(b)(46)] for the Regional Aquatic\nCenter Renovation Project; and\n2) Take such additional, related action that may be desirable.\nAPPOINTMENTS TO BOARDS, COMMITTEES, AND COMMISSIONS\nCOUNCIL COMMENTS/AB1234 COUNCIL CONFERENCE REPORTING\nCouncil member announcements; requests for future agenda items; conference/meetings\nreports. Members of the City Council will provide a brief report on meetings attended at the\nexpense of the local agency as required by Government Code Section 53232.3(d).

STATE OF CALIFORNIA CITIZENS’ OPTION FOR PUBLIC SAFETY (COPS)\nGRANT PROGRAM (POLICE SERVICES)\nRECOMMENDATION: It is recommended that the City Council:\n1) Open the Public Hearing; and receive any comments from the public wishing to\nspeak on this matter and therefore close the Public Hearing; and\n2) Approve the expenditure of the State of California Citizens’ Option for Public\nSafety (COPS) grant funds as outlined in the plan contained herein.\nFebruary 6, 2024: City Council Meeting Page 4 of 6

FISCAL YEAR (FY) 2022-23 YEAR-END REVIEW AND PRESENTATION OF THE\nCITY’S ANNUAL COMPREHENSIVE FINANCIAL REPORT (ACFR) (FINANCE)\nRECOMMENDATION: It is recommended that the City Council:\n1) Receive and file the City’s Annual Comprehensive Financial Report (ACFR) for\nthe Fiscal Year (FY) ending June 20, 2023, and related communications;\n2) Authorize the transfer of $25 million from the FY 2022-23 increase in available\nGeneral Fund balance to the following reserves and/or funds:\na. $7 million available balance to the Unfunded Liability Reserve for deposit into\nthe California Employer’s Pension Prefunding Trust (CEPPT)\nb. $6.75 million of available balance to the Capital Improvement Program (CIP)\nFund\nc. $4 million of available balance to the Equipment Replacement Fund\nd. $4 million of available balance to the Economic Contingency Reserve\ne. $3 million of available balance to the Employee Liability Fund for\nCompensated Absences liability\nf. $250,000 of available balance to the Renovation and Replacement Reserve\n3) Authorize the transfer of $466,000 for the FY 2022-23 increase in available Water\nFund balance to the Water CIP Reserve Fund.

(PUBLIC WORKS)\nRECOMMENDATION: It is recommended that the City Council:\n1) Accept the proposal from and award a contract to Transtech Engineering, Inc.\n(Transtech) for Building Plan Check and Inspection Services; and\n2) Take such additional, related action that may be desirable.\nCONSENT CALENDAR\nAll matters listed under the Consent Calendar are considered to be routine. Any items a\nCouncilmember wishes to discuss should be designated at this time. All other items may\nbe approved in a single motion.
