PUBLIC HEARING - RESOLUTION CONFIRMING THE DIAGRAM AND\nASSESSMENT FOR LANDSCAPE AND LIGHTING MAINTENANCE DISTRICT\nNO. 1 AND LEVYING ASSESSMENTS ON ASSESSABLE LOTS AND\nPARCELS FOR FISCAL YEAR 2024-25\nSummary:\nThe City formed Landscape and Lightning Maintenance District (LLMD) in 1992\nto fund the cost of maintenance of common landscaped areas within the\nCalifornia Crown Tract. The California Crown Tract boundaries are located south\nof East Hill Street, north of East 19th Street, west of Temple Avenue, and east\nof North Orizaba Way. Annually, the City Council must initiate proceedings to\nrenew the levy and collection of special assessments for the LLMD. The\nproposed resolution declares the City Council's intention to levy and collect the\nproposed assessments. The total proposed assessment for all California Crown\nTract lots for FY 2024-25 is $102,465.58. The proposed annual assessment for\nbasic lots is $1,035.87, representing a ten percent increase of $94.17. The\nproposed annual assessment for landscape easement lots is $1,391.15,\nrepresenting a ten percent increase of $126.47. PUBLIC WORKS SERVICES AGREEMENT FOR ON-CALL CITY\nENGINEERING SERVICES, GENERAL ENGINEERING DESIGN, PROJECT\nMANAGEMENT AND CONSTRUCTION MANAGEMENT SERVICES\nSummary:\nThe City Council will consider authorizing the City Manager to execute\ntwenty-five (25) on-call Professional Consultant Services Agreements with\nqualified firms to provide City Engineer and various professional engineering\nservices on an on-call basis, for a not-to-exceed amount of $100,000 each.\nImportantly, staff would note the contract authority limit for each proposed\ncontract is intended to provide the City with the opportunity to use one or more\nof the firms identified as qualified to perform services. The contract authority\nlimits are not intended to align with the budgetary authority for each service; staff\nmonitors spending associated with each contract to ensure expenditures remain\nwithin the City Council’s approved budget allocation.\nThe professional engineering services are divided into the following categories:\n· City Engineer Services\n· General Civil Engineering Services\n· City Traffic Engineering Services\n· Geotechnical Engineering and Material Testing Services\n· Land Surveying Services\n· Structural Engineering Services\n· Landscape Architecture Services\n· Water Engineering Services\n· Program and Project Management Services\n· Construction Management and Construction Inspection Services\nThe Public Works Department is responsible for providing reliable,\nwell-maintained public facilities and essential services to residents and the\nbusiness community. The responsibilities include the design, construction, and\nmaintenance of all City facilities, including the water system, streets, traffic\nsignals, parks and buildings. The Public Works Department utilizes on-call\nengineering support services to provide engineering related services necessary\nto carry out the projects in the Capital Improvement Program and routine\ndepartmental engineering support. The projects benefit the community, thereby\naccomplishing annual goals as defined by the City Council in the approved\nannual Operating Budget. CONTINUANCE OF THE PROCLAMATION OF THE EXISTENCE OF A LOCAL\nEMERGENCY IN RESPONSE TO FEBRUARY 2024 WINTER STORMS AND\nREAFFIRMING EMERGENCY CONDITIONS REQUIRING EMERGENCY\nACTION TO COMPLETE EMERGENCY REPAIRS AT PANORAMA\nPROMENADE AND MOLINO AVENUE AND 20TH STREET\nSummary:\nThe City Council will consider authorizing the City Manager to extend the\nproclamation of the existence of a local emergency in response to the February\n2024 winter storms for 60 days. At the February 27, 2024, meeting, the City\nCouncil authorized the City Manager to extend the proclamation of the existence\nof a local emergency. The City Council adopted a Resolution, by a four-fifths\nvote, declaring authority to the City Manager or his designee, pursuant to Public\nContract Code Sections 20168 and 22050, to enter into an emergency public\nworks contract. The City Council also approved a Public Works contract with\nZimprich Engineering Incorporated, for a not-to-exceed amount of four hundred\nthirty-one thousand nine hundred ten dollars ($431,910), for emergency work\npertaining to the Panorama Promenade Trail and the Molino Avenue and 20th\nStreet slope immediate repair projects.\nThe City Council subsequently adopted resolutions, by a four-fifths vote,\nauthorizing the City Manager, or his designee, pursuant to Public Contract Code\nSection 22050, to continue emergency storm damage repairs at the Panorama\nPromenade Trail and Molino Avenue and 20th Street. The City Council will\nconsider adopting a Resolution authorizing the City Manager, or his designee,\npursuant to Public Contract Code Section 22050, to continue emergency storm\ndamage repairs at the Panorama Promenade Trail and Molino Avenue and 20th\nStreet. Staff requests the City Council authorize the City Manager to extend\nproclamation of the existence of a local emergency in response to the February\n2024 winter storms for 60 days. Ordinance No. 2024-06-1548 is now presented\nfor second reading and adoption.\nEDCO Recycling and Waste Transfer Facility (Facility), requested to amend the\nDevelopment Agreement and Facility Operations Agreement, and to modify\nCondition of Approvals (COA) of CUP 09-01 to allow an increase to the\nmaximum permitted volume of waste that may be processed per day from 1,500\ntons per day (tpd) to 2,500 tpd.
