a. PUBLIC WORKS SERVICES AGREEMENT FOR ON-CALL CITY\nENGINEERING SERVICES, GENERAL ENGINEERING DESIGN, PROJECT\nMANAGEMENT AND CONSTRUCTION MANAGEMENT SERVICES\nSummary:\nThe City Council will consider authorizing the City Manager to execute\ntwenty-five (25) on-call Professional Consultant Services Agreements with\nqualified firms to provide City Engineer and various professional engineering\nservices on an on-call basis, for a not-to-exceed amount of $100,000 each.\nImportantly, staff would note the contract authority limit for each proposed\ncontract is intended to provide the City with the opportunity to use one or more\nof the firms identified as qualified to perform services. The contract authority\nlimits are not intended to align with the budgetary authority for each service; staff\nmonitors spending associated with each contract to ensure expenditures remain\nwithin the City Council’s approved budget allocation.\nThe professional engineering services are divided into the following categories:\n· City Engineer Services\n· General Civil Engineering Services\n· City Traffic Engineering Services\n· Geotechnical Engineering and Material Testing Services\n· Land Surveying Services\n· Structural Engineering Services\n· Landscape Architecture Services\n· Water Engineering Services\n· Program and Project Management Services\n· Construction Management and Construction Inspection Services\nThe Public Works Department is responsible for providing reliable,\nwell-maintained public facilities and essential services to residents and the\nbusiness community. The responsibilities include the design, construction, and\nmaintenance of all City facilities, including the water system, streets, traffic\nsignals, parks and buildings. The Public Works Department utilizes on-call\nengineering support services to provide engineering related services necessary\nto carry out the projects in the Capital Improvement Program and routine\ndepartmental engineering support. The projects benefit the community, thereby\naccomplishing annual goals as defined by the City Council in the approved\nannual Operating Budget. If approved by City Council, each contract will be\neffective July 10, 2024, for a three-year term, for an annual not-to-exceed\namount of $100,000.\nStrategic Plan Goal(s):\nGoal No. 1 Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nGoal No. 4 Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system, and recreational spaces.\nGoal No. 5 High Functioning Government: Strengthen internal communication,\nrecruitment, retention, systems, and processes to increase the\neffectiveness and efficiency of City services.\nRecommendations:\n1. Authorize the City Manager to enter into a three-year Professional Consultant\nServices Agreement with Transtech Engineers, Incorporated, to provide City\nEngineer services for a not-to-exceed amount of $100,000 annually, through\nJune 30, 2027, in a form approved by the City Attorney.\n2. Authorize the City Manager to enter into a three-year Professional Consultant\nServices Agreement with KPFF Consulting Engineers (KPFF) for as-needed\nGeneral Civil Engineering Services for a not-to-exceed amount of $100,000\nannually, through June 30, 2027, in a form approved by the City Attorney.\n3. Authorize the City Manager to enter into a three-year Professional Consultant\nServices Agreement with Kreuzer Consulting Group (KCG) for as-needed\nGeneral Civil Engineering Services for a not-to-exceed amount of $100,000\nannually, through June 30, 2027, in a form approved by the City Attorney.\n4. Authorize the City Manager to enter into a three-year Professional Consultant\nServices Agreement with Michael Baker International, Incorporated (MBI) for\nas-needed General Civil Engineering Services for a not-to-exceed amount of\n$100,000 annually, through June 30, 2027, in a form approved by the City\nAttorney.\n5. Authorize the City Manager to enter into a three-year Professional Consultant\nServices Agreement with Willdan Engineering (Willdan) for as-needed\nGeneral Civil Engineering Services for a not-to-exceed amount of $100,000\nannually, through June 30, 2027, in a form approved by the City Attorney.\n6. Authorize the City Manager to enter into a three-year Professional Consultant\nServices Agreement with General Technologies and Solutions, LLC (GTS)\nfor City Traffic Engineering services for a not-to-exceed amount of $100,000\nannually, through June 30, 2027, in a form approved by the City Attorney.\n7. Authorize the City Manager to enter into a three-year Professional Consultant\nServices Agreement with Linscott, Law, & Greenspan, Engineers (LLG) for\nCity Traffic Engineering services for a not-to-exceed amount of $100,000\nannually, through June 30, 2027, in a form approved by the City Attorney.\n8. Authorize the City Manager to enter into a three-year Professional Consultant\nServices Agreement with W.G. Zimmerman Engineering, Incorporated for\nCity Traffic Engineering services for a not-to-exceed amount of $100,000\nannually, through June 30, 2027, in a form approved by the City Attorney.\n9. Authorize the City Manager to enter into a three-year Professional Consultant\nServices Agreement with Associated Soils Engineering, Incorporated (ASE)\nfor as-needed Geotechnical Engineering and Material Testing Services for a\nnot-to-exceed amount of $100,000 annually, through June 30, 2027, in a\nform approved by the City Attorney.\n10. Authorize the City Manager to enter into a three-year Professional Consultant\nServices Agreement with Shannon & Wilson for as-needed Geotechnical\nEngineering and Material Testing Services for a not-to-exceed amount of\n$100,000 annually, through June 30, 2027, in a form approved by the City\nAttorney.\n11. Authorize the City Manager to enter into a three-year Professional Consultant\nServices Agreement with Coast Surveying, Incorporated for as-needed Land\nSurveying Services for a not-to-exceed amount of $100,000 annually,\nthrough June 30, 2027, in a form approved by the City Attorney.\n12. Authorize the City Manager to enter into a three-year Professional Consultant\nServices Agreement with KDM Meridian (KDM) for as-needed Land\nSurveying Services for a not-to-exceed amount of $100,000 annually,\nthrough June 30, 2027, in a form approved by the City Attorney.\n13. Authorize the City Manager to enter into a three-year Professional Consultant\nServices Agreement with Myers Houghton & Partners, Incorporated (MHP)\nfor as-needed Structural Engineering Services for a not-to-exceed amount of\n$100,000 annually, through June 30, 2027, in a form approved by the City\nAttorney.\n14. Authorize the City Manager to enter into a three-year Professional\nConsultant Services Agreement with Architerra Design Group (Architerra) for\nas-needed Landscape Architecture Services for a not-to-exceed amount of\n$100,000 annually, through June 30, 2027, in a form approved by the City\nAttorney.\n15. Authorize the City Manager to enter into a three-year Professional Consultant\nServices Agreement with David Voltz Design Landscape Architects,\nIncorporated (David Voltz) for as-needed Landscape Architecture Services\nfor a not-to-exceed amount of $100,000 annually, through June 30, 2027, in\na form approved by the City Attorney.\n16. Authorize the City Manager to enter into a three-year Professional Consultant\nServices Agreement with Interwest Consulting Group (Interwest) for\nas-needed Construction Management and Construction Inspection Services\nfor a not-to-exceed amount of $100,000 annually, through June 30, 2027, in\na form approved by the City Attorney.\n25. Authorize the City Manager to enter into a three-year Professional Consultant\nServices Agreement with Z&K Consultants, Incorporated (Z&K) for\nas-needed Construction Management and Construction Inspection Services\nfor a not-to-exceed amount of $100,000 annually, through June 30, 2027, in\na form approved by the City Attorney.
