CONSIDERATION TO APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH MV CHENG & ASSOCIATES FOR ACCOUNTING CONSULTANT SERVICES Recommendation Staff recommends that the City Council approve the Professional Services Agreement with MV Cheng & Associates, Inc. for a one-year term from July 1, 2026 through June 30, 2027 for a total compensation amount not to exceed $65,000.

CONSIDERATION OF APPROVAL OF SECOND AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH KEYSER MARSTON ASSOCIATES, INC., FOR ON CALL AS NEEDED FINANCIAL AND REAL ESTATE ADVISORY SERVICES RELATED TO THE 1503-1507 EL CENTRO STREET AFFORDABLE HOUSING PROJECT, IN THE AMOUNT OF $50,000 FOR A NEW TOTAL AGREEMENT AMOUNT OF $80,000 4 Recommendation It is recommended that the City Council consider approval of the proposed Second Amendment to the Professional Services Agreement with Keyser Marston Associates, Inc., for financial and real estate advisory services related to the 1503-1507 El Centro Street affordable housing project, in the amount of $50,000, for a new total not to exceed amount of $80,000.

CONSIDERATION OF AN ORDINANCE TO AMEND CHAPTER 36 (ZONING) OF THE SOUTH PASADENA MUNICIPAL CODE (SPMC) AND ADOPT A TRANSIT-ORIENTED DEVELOPMENT ALTERNATIVE PLAN PURSUANT TO SENATE BILL 79 (GOVERNMENT CODE SECTIONS 65912.155 ET SEQ.), AND MAKING A DETERMINATION OF EXEMPTION UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) Recommendation It is recommended that the City Council: 5 1. CONSIDERATION FOR FIRST READING OF ORDINANCE NO. 2420, AN AMENDING SECTION 19.58 AND 19.64 OF THE SOUTH PASADENA MUNICIPAL CODE RELATING TO OVERNIGHT PARKING RESTRICTIONS AND OVERNIGHT PARKING PERMITS ADJUSTING THE OVERNIGHT PARKING RESTRICTION TO 1:00 A.M. TO 6:00 A.M. Recommendation It is recommended that the City Council: 1. Introduce and waive full reading of Ordinance No. 2420, amending Section 19.58 and Section 19.64 of the South Pasadena Municipal Code relating to overnight parking restrictions and overnight parking permits; and 2. Adopt Resolution No. 8024 approving a budget appropriation of $10,000 from the General Fund into the Police Department’s Professional Services expenditure account number 101-4010-4011-8170 to update the regulatory signage at major thoroughfares entering the City related to the overnight parking prohibition.

CONSIDERATION OF A POLICY FOR USE OF MEMORANDA OF UNDERSTANDING AND PARTNERSHIP AGREEMENTS FOR THE USE OF CITY FACILITIES, INCLUDING PARKS, PROGRAMS AND PUBLIC SPACES Recommendation It is recommended that the City Council: 1. Review and provide feedback on the proposed Policy for Use of Memoranda of Understanding and Partnership Agreements (“Policy”); and 2. Consider approval of the Policy to provide staff with a consistent framework for evaluating future partnership arrangements with outside organizations.

CONSIDERATION TO AUTHORIZE ACCEPTING A GRANT AWARD IN THE AMOUNT OF $54,000.00 FROM THE CALIFORNIA OFFICE OF TRAFFIC SAFETY FOR THE STRATEGIC TRAFFIC ENFORCEMENT PROGRAM AND ADOPTION OF RESOLUTION NO. 8023 AMENDING THE 2026-2027 BUDGET TO REFLECT THE GRANT REVENUE Recommendation It is recommended that the City Council: 1. Authorize the City Manager or designee to accept a grant award in the amount of $54,000.00 from the California Office of Traffic Safety (OTS) for the Strategic Traffic Enforcement Program; 2. Adopt Resolution No. 8023 amending the 2026-2027 budget to appropriate $54,000 in grant revenue and expenditures in the OTS Grant Fund (Fund 269); and 3. Authorize the City Manager or designee to execute all necessary documents to accept the grant.

CONSIDERATION OF APPROVAL OF A MEMORANDUM OF AGREEMENT ANGELES COUNTY FLOOD CONTROL DISTRICT, THE CITIES OF ALHAMBRA, BURBANK, CALABASAS, GLENDALE, HIDDEN HILLS, LA CANADA FLINTRIDGE, MONTEBELLO, MONTEREY PARK, PASADENA, ROSEMEAD, SAN FERNANDO, SAN GABRIEL, SAN MARINO, SOUTH EL MONTE, SOUTH PASADENA, TEMPLE CITY, AND THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS REGARDING THE ADMINISTRATION AND COST SHARING FOR IMPLEMENTING THE COORDINATED INTEGRATED MONITORING PROGRAM (CIMP) AND WATERSHED MANAGEMENT PROGRAM (WMP) FOR THE UPPER LOS ANGELES RIVER WATERSHED Recommendation It is recommended that the City Council authorize the City Manager or designee to enter County of Los Angeles, Los Angeles County Flood Control District, the Cities of Alhambra, Burbank, Calabasas, Glendale, Hidden Hills, La Canada Flintridge, Montebello, Monterey Park, Pasadena, Rosemead, San Fernando, San Gabriel, San Marino, South El Monte, South Pasadena, Temple City, and the San Gabriel Valley Council of Governments regarding the administration and cost sharing for implementing the Coordinated Integrated Monitoring Program (CIMP) and Watershed Management Program (WMP) for the Upper Los Angeles River Watershed for Fiscal Years 2026-27 through 2030-31.

CONSIDERATION TO ADOPT RESOLUTION 8021 RESCINDING SECTION 2 OF RESOLUTION NO. 7979 AND INSTEAD ESTABLISHING THE CRIME ANALYST AS A REPRESENTED CLASSIFICATION IN THE POLICE OFFICERS’ ASSOCIATION (POA) AND APPROVAL OF THE TRI-PARTY AGREEMENT BETWEEN THE CITY, THE PUBLIC SERVICES EMPLOYEES' ASSOCIATION AND THE POLICE OFFICERS' ASSOCIATION MEMORIALIZING THE CHANGE Recommendation It is recommended that the City Council adopt Resolution No. 8021 rescinding Section 2 of Resolution No. 7979 removing the Crime Analyst classification from the Public Service 3 Employees’ Association, establishing the Crime Analyst as a represented classification in the Police Officers’ Association and approving the tri-party agreement memorializing the bargaining unit transition.

CONSIDERATION TO AUTHORIZE SUBMITTAL OF A 2026 UNITED STATES TENNIS ASSOCIATION TENNIS VENUE SERVICES GRANT APPLICATION FOR THE RESURFACING OF TWO TENNIS COURTS AT GARFIELD PARK Recommendation It is recommended that the City Council: 1. Authorize the preparation and submittal of a 2026 United States Tennis Association Tennis Venue Services Grant application requesting up to $16,000 toward the resurfacing of two tennis courts at Garfield Park; and 2. Authorize the City Manager, or designee, to execute and submit all documents necessary to complete the grant application.

CONSIDERATION OF APPROVAL OF A THIRD AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH TRIO COMMUNITY MEALS FOR THE SENIOR SERVICES NUTRITION PROGRAM Recommendation It is recommended that the City Council: 1. Approve the Third Amendment to the Professional Services Agreement with TRIO Community Meals to extend the agreement through June 30, 2027, and approve the revised fee schedule effective July 1, 2026, and establish a total not-to-exceed amount of $77,610 for Fiscal Year 2026-2027; and 2. Authorize the City Manager to execute the Third Amendment and any other documents necessary to implement the agreement.
