WORKFORCE INNOVATION AND OPPORTUNITY ACT\nThe City has an opportunity to participate in the federal Workforce Innovation and\nOpportunity Act (WIOA) through a partnership with the County of Orange – OC\nCommunity Services Workforce & Economic Development to host paid interns.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5)(Organizational or administrative\nactivities of governments that will not result in direct or indirect physical changes in\nthe environment); and\n2. Authorize the City Manager to execute any necessary documents to participate in\nthe WIOA Program through a partnership with the County of Orange – OC\nCommunity Services Workforce & Economic Development.

6I. COMMUNITY DEVELOPMENT BLOCK GRANT – CORONAVIRUS AID, RELIEF,\nAND ECONOMIC SECURITY (CARES) (CDBG-CV3) RESOLUTION AND\nAPPROPRIATION OF FUNDS (TASK CODE 2023-603)\nOn September 15, 2022, the Orange County Community Resources Department\nHousing and Community Development (OCCR/HCD) identified a subset of Orange\nCounty cities that had successfully spent previously allocated CDBG-CV funds. After\nidentifying a remaining balance of CDBG-CV3 funding to be spent by August 2023,\nOCCR/HCD issued a request to determine if these same cities were able to utilize\nadditional funding. At its meeting of November 8, 2022, the Orange County Board of\nSupervisors approved a solicitation of services. In response, staff is proposing the\nStanton Family Resource Center Improvement Project. The Orange County Board of\nSupervisors will consider award of a contract at its meeting of January 24, 2023. In\nresponse to the accelerated timeline to expend the funds, in anticipation of Board\napproval of award, staff is requesting the City Council review and authorize Resolution\nNo. 202301 authorizing the City Manager to execute the agreement, contract and other\ndocuments to accept and participate in CDBG-CV3 funding. Lastly, staff recommends\nthe City Council appropriate $500,000 in the City’s Capital Projects Fund (#305) for the\nStanton Community Center Improvements Project (Task Code 2023-603).\nRECOMMENDED ACTION:\n1. City Council declare that this project is not subject to the California Environmental\nQuality Act (CEQA) because it is not a “project” as defined by CEQA; and\n2. Approve Resolution No. 2023-01 authorizing the City Manager to execute the\nagreement, contract and other documents required by the Orange County\nCommunity Resources Department for participation in the CDBG-CV3 program on\nbehalf of the City Council, entitled:\nJanuary 10, 2023\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA TO APPROVE THE CITY’S PARTICIPATION IN THE\nCOMMUNITY DEVELOPMENT BLOCK GRANT – CARES PROGRAM\n(CDBG-CV3) WITH THE COUNTY OF ORANGE”; and\n3. Appropriate $500,000 in the City’s Capital Projects Fund (#305) for the Stanton\nCommunity Center Improvement Project.\nEND OF CONSENT CALENDAR

8A. APPROVAL OF ORDINANCE NO. 1125\nThis Ordinance was introduced at the regular City Council meeting of December 13,\n2022.\nRECOMMENDED ACTION:\n1. City Clerk read the title of Ordinance No. 1125, entitled:\n“AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF STANTON\nAMENDING PORTIONS OF CHAPTER 5.04 (LICENSES) OF TITLE 5\n(BUSINESS LICENSES AND REGULATIONS) AND ADDING CHAPTER\n5.18 (PERSONAL SERVICES) TO TITLE 5 OF THE STANTON\nMUNICIPAL CODE; SETTING A TERMINATION DATE FOR URGENCY\nORDINANCE NO. 1121 REGARDING A MORATORIUM ON PERSONAL\nCARE AND MEDICAL OFFICE BUSINESSES; AND DETERMINING THE\nORDINANCE TO BE EXEMPT FROM CEQA”; and\n2. 9A. ORDINANCE AMENDING TITLE 2 ADMINISTRATION AND PERSONNEL –\nCHAPTER 2.56 PURCHASING AND APPROVAL OF PURCHASING POLICY AND\nPROCEDURES\nThe City’s Purchasing Policy and Procedures (Policy) were last updated in 2018.\nPursuant to the Stanton Municipal Code, the Policy establishes guidelines surrounding\nthe purchase and procurement of supplies, services, and equipment on behalf of the\nCity. The City Council will consider an amendment to the Stanton Municipal Code Title 2\nAdministration and Personnel revising Chapter 2.56 Purchasing. The purpose of the\nordinance is to incorporate those updates as directed by the City Council at its meeting\nof November 22, 2022. The proposed updates will streamline the City’s purchasing\nsystem, thereby reducing the administrative burden and cost associated with\npurchasing and contracting activities while ensuring open and fair competition and\ncompetitive pricing.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or administrative\nactivities of governments that will not result in direct or indirect physical changes in\nthe environment); and\n2. City Council consider, waive further reading, and introduce for first reading\nOrdinance No. 1126, entitled:\n“AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF\nSTANTON, CALIFORNIA, AMENDING THE CITY’S PURCHASING\nORDINANCE AS SET FORTH IN TITLE 2 OF THE STANTON\nMUNICIAL CODE”; and\n3. Set said Ordinance No. 1126 for second reading at the regular City Council meeting\nof January 24, 2023; and\n4. Approve Administrative Policy IV-4-12, “Purchasing Policy and Procedures,” as\nrevised, and allow the City Manager to update Administrative Policy IV-4-12 as\nneeded for clarifying purposes.\nJanuary 10, 2023

9B. MAYOR’S APPOINTMENTS OF COUNCIL MEMBERS AS REPRESENTATIVES TO\nVARIOUS BOARDS, COMMISSIONS, COMMITTEES AND AGENCIES\nTraditionally, Council Members have been appointed by the Mayor to serve on\nnumerous outside committees, boards, commissions and agencies. Each appointee is\nresponsible for representing the City and voting on behalf of the City Council. The\nMayor conducts a review and selects appointees, as detailed in Attachment A, with the\nexception of the Orange County Fire Authority (“OCFA”) appointment, which is required\nto be made by City Council Resolution, the Mayor may otherwise make appointments to\neach committee, board, commission or agency by nomination and Minute Order\nconfirmation. In addition, the Fair Political Practices Commission (“FPPC”) regulations\nrequire the adoption and posting of Form 806, Agency Report of Public Official\nAppointments, in order for individual Council Members to participate in a City Council\nvote that would result in him or her serving in a position that provides compensation of\n$250 or more in any 12-month period.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or administrative\nactivities of governments that will not result in direct or indirect physical changes in\nthe environment); and\n2. City Council discuss and confirm the Mayor’s appointments; and\n3. Approve Fair Political Practices Commission Form 806 and authorize the City Clerk\nto post the form on the City’s website.\nJanuary 10, 2023
