CONTINUANCE OF THE PROCLAMATION OF THE EXISTENCE OF A LOCAL\nEMERGENCY CAUSED BY HOMELESSNESS CRISIS\nAt its meeting of November 26, 2024, the City Council adopted a resolution proclaiming\nthe existence of a local emergency. Based on the continuing impacts of homelessness\non public health and safety within the City of Stanton, the City’s Council’s proclamation of\nthe existence of a local emergency will continue until further notice.\nRECOMMENDED ACTION:\n1. City Council declare that the proposed actions are not subject to the California\nEnvironmental Quality Act (“Public Resources Code section 21000 et seq.) (“CEQA”)\nbecause they do not qualify as a “project” under CEQA Receive and file; and\n2. Receive and file the report.\nMarch 11, 2025

6E. AUTHORITY TO ADVERTISE FOR CONSTRUCTION OF FISCAL YEAR (FY)\n2024/2025 SEWER REHABILIATION PROJECT (TASK CODE NO. 2025-301)\nThe plans, specifications, and necessary documents for the FY 2024/2025 Sewer\nRehabilitation Project are complete. The City Engineer is recommending City Council\napprove the specifications and plans for bidding, subject to revision by the City Engineer\nand the City Attorney, to ensure the construction contract is awarded in an efficient and\ntimely manner. The Project plans and specifications are available in the City Engineer’s\nOffice for review.\nRECOMMENDED ACTION:\n1. City Council find that this project is exempt from the California Environmental Quality\nAct (“CEQA”), Class 1, Section 15301(b) as maintenance, repair, and minor alteration\nof existing publicly owned sewerage utilities; and\n2. Approve the bid specifications and plans, subject to revisions required by the City\nEngineer and the City Attorney; and\n3. Authorize and advertise for bids the FY 2024/2025 Sewer Rehabilitation Project.

AWARD OF CONSTRUCTION CONTRACT FOR THE FISCAL YEAR (FY) 2023/24\nCITYWIDE STREET RESURFACING PROJECT (TASK CODE NO. 2024-101) AND\nAPPROPRIATION OF FUNDS\nEight bids for the FY 2023/24 Citywide Street Resurfacing Project were opened on\nFebruary 4, 2025. Based on the post-bid analysis of the bids received, staff has\ndetermined the bid submitted by R.J. Noble Company to be the lowest responsible and\nresponsive bid at $1,224,741.77. An appropriation of $585,000 from the City’s Gas Tax\nFund’s (#211) fund balance is needed to fund this contract.\nRECOMMENDED ACTION:\n1. City Council find that this project is exempt from the California Environmental Quality\nAct (“CEQA”), Class 1, and 15301(c) as repair, maintenance, and minor alteration of\nexisting streets, sidewalks, gutters, and similar facilities; and\n2. Accept Dash Construction Company, Inc.’s Request for Withdrawal of Bid; and\n3. Award a construction contract for the FY 2023/24 Citywide Street Resurfacing Project\nto R.J. Noble Company for the bid amount of $1,224,741.77 and reject all other bids;\nand\n4. Authorize the City Manager to bind the City of Stanton and R.J. Noble Company in a\ncontract for the construction; and\nMarch 11, 2025\n5. Authorize the City Manager to approve contract change orders, not to exceed\n$122,474; and\n6. Appropriate $585,000 from the City’s Gax Tax Fund (#211) to increase the Fiscal Year\n2024-25 budget for this project from $824,083 to $1,409,083.

This report includes information\non both the City’s General Fund and the Housing Authority Fund.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. RENEWAL OF DECLARATION THAT AN EMERGENCY CONDITION EXISTS\nARISING FROM DAMAGE TO THE WESTERLY END STANTON PARK PEDESTRIAN\nBRIDGE\nConsideration of the City Council to continue declaring the repair an emergency. The\nwesterly end pedestrian bridge at Stanton Park has been damaged and unusable since\nJune 2023. The pedestrian bridge is a major pedestrian walkway serving many of the\nresidents of the City.\nRECOMMENDED ACTION:\n1. City Council declare that this item is not subject to the California Environmental Quality\nAct (“CEQA”) pursuant to Sections 15060(c)(2) and 15060(c)(3); and\n2. CITY COUNCIL CONSIDERATION FOR APPOINTMENTS TO FILL TEN (10)\nVACANCIES ON THE STANTON COMMUNITY SERVICES COMMISSION, STANTON\nPLANNING COMMISSION, AND STANTON PUBLIC SAFETY COMMITTEE FOR\nTERMS COINCIDING WITH THE CITY COUNCIL ELECTION\nConsideration for appointments to fill ten (10) vacancies on the Stanton Community\nServices Commission, Stanton Planning Commission, and Stanton Public Safety\nCommittee. There are currently four (4) vacancies within the Stanton Community\nServices Commission, three (3) vacancies within the Stanton Planning Commission, and\nthree (3) vacancies within the Public Safety Committee due to unexpected vacancies and\nterms expired due to the November 2024 General Municipal Election.\nThe Mayor/Council Member holding the seat number corresponding to the numbered seat\non the Commission/Committee shall be responsible for the appointment of one\nCommissioner/Committee Member, with majority approval of the City Council. The terms\nof office shall coincide with the term of office of the Mayor or Council Member who made\nthe appointment. Additionally, Section 2.06.030 of the Stanton Municipal Code provides\nthat the City Council, by majority vote, may waive the requirement to interview persons\npreviously appointed by the City Council and who are requesting re-appointment to\nanother term.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5)(Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. Conduct an interview with each applicant; and\n3. Make appointments to fill seats #1-Taylor, #3-Torres, #4-Warren, and #5-Barrios on\nthe Stanton Community Services Commission; and\n4. Make appointments to fill seats #3-Torres, #4-Warren, and #5-Barrios on the Stanton\nPlanning Commission; and\n5.
