SECOND READING AND ADOPTION OF ORDINANCE NO. 23-1070 AMENDING\nTHE CITY’S RULES RELATED TO ARTIFICIAL TURF, LANDSCAPING, AND\nHARDSCAPE\nThe City Council is requested to adopt Ordinance No. 23-1070 which would modify\nthe Zoning Code related to artificial turf, landscaping, and hardscaping.\nRecommendation:\n1. Adopt Ordinance No. 23-1070 amending Title 9, Chapters 1 of the Municipal\nCode (Attachment “A”) related to artificial turf, landscaping and hardscape; and\n2. Find that this Ordinance is not subject to environmental review under the\nCalifornia Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines\nSections 15061(b)(3) because it can be seen with certainty that the Ordinance\nhas no possibility of a significant effect on the environment. Further, any project\nreviewed under this ordinance would be a class 1, 3, 4, or 5 categorical\nexemption.

Introduce Ordinance No. 23-1072 (Attachment “A”) for first reading by title only;\n2. Find Ordinance 23-1072 exempt from CEQA, per Section 15061(b)(3) and\nSection 15308 of the CEQA Guidelines;\n3.
