Approve Resolution 24-5742 to approve the resurfacing of various streets\ncitywide as Temple City’s designated project for Road Maintenance and\nRehabilitation Account (RMRA) funds for Fiscal Year (FY) 2024-25 pursuant to\nSenate Bill 1, the Road Repair and Accountability Act of 2017 (SB 1);\n2. Direct the City Manager to include the corresponding Capital Improvement\nProjects (CIPs) in the FY 2024-25 City Budget including RMRA funds and the\nrequired General Fund maintenance of effort match; and\n3. Authorize the City Manager to submit the required documents and information\nto the California Transportation Commission (CTC) for the City to receive\nRMRA funds.

P24-\n03)\nThe City Council is requested to award a public works contract for upgrading the\nexisting Traffic Signal System at the intersection of Baldwin Avenue and Live Oak\nProject.\nRecommendation:\n1. Award a Public Works Contract (Contract) to Elecnor Belco Electric, Inc.\n(Attachment “A”) as the lowest responsible bidder in an amount of\n$433,740.00 for the Upgrading Existing Traffic Signal System at the\nIntersection of Baldwin Ave and Live Oak Project, CIP No. P24-03;\n2. Authorize the City Manager to execute the Contract; and\n3. Authorize 15% of the total contract amount as contingency allowance to be\nused if necessary for unforeseen conditions at the City Manager’s discretion.

PROGRAMMING OF THE CITY’S YEAR 4 PERMANENT LOCAL HOUSING\nALLOCATION (PLHA) FUNDING AND APPROVAL OF PROGRAMS TO ASSIST\nFAMILIES AND INDIVIDUALS EXPERIENCING OR AT RISK OF\nHOMELESSNESS\nThe City Council is requested to approve the programming for utilizing Year 4\nPLHA funds to assist families and individuals in Temple City experiencing or at\nrisk of homelessness.\nRecommendation:\n1. Adopt Resolution 24-5740 establishing two programs utilizing Year 4 PLHA\nfunds assisting families and individuals in Temple City experiencing or at risk\nof homelessness with (1) case management services and (2) rental and move-\nin assistance with the following allocations (Attachment “A”):\ni. Case Management Services Program: $ 91,500\nii. Rental and Move-In Assistance Program: $ 36,116\nTotal Year 4 PLHA Budget: $127,616\n2. Authorize the City Manager to amend PLHA-funded program allocations up to\n50 percent of the approved allocation as necessary.
