CONSIDERATION TO RELAX OVERNIGHT PARKING ENFORCEMENT DURING\nTHE HOLIDAY SEASON\nThe City Council is requested to relax overnight permit parking enforcement to\nallow families to gather during the Thanksgiving and Christmas holiday season,\nwithout having to worry about obtaining an overnight parking permit.\nRecommendation: Relax overnight parking permit enforcement from\n12:00 a.m., Tuesday, November 26, 2024, to\n11:59 p.m. on Sunday, December 1, 2024, and\non 12:00 a.m., Sunday, December 21, 2024, to\n11:59 p.m. on Sunday, January 5, 2025.\nF BUDGET ADJUSTMENT AND INCREASE CONSTRUCTION CONTRACT\nCONTINGENCY FOR UPGRADING EXISTING TRAFFIC SIGNAL SYSTEM AT\nTHE INTERSECTION OF BALDVIN AVE AND LIVE OAK PROJECT (CIP NO.\nP24-03)\nThe City Council is requested to approve a budget amendment and increase\nconstruction contract contingency for upgrading existing traffic signal system at the\nintersection of Baldwin Avenue and Live Oak Park.\nRecommendation:\n1. Adjust the Fiscal Year (FY) 2024-25 City Budget to increase the Upgrading\nExisting Traffic Signal System at the Intersection of Baldwin Ave and Live Oak\nProject (“Project”), CIP No. P24-03 project budget in an amount of $73,432.90\nfor a total project budget of $603,432.90; and\n2. Increase the authorized construction phase contingency by $73,432.90 for a\ntotal construction phase contingency budget of $145,000 to be used if\nnecessary for unforeseen conditions at the City Manager’s discretion.

ADOPTION OF RESOLUTION NO. 24-5784 APPROVING BLANKET AUTHORITY\nTO FILE APPLICATIONS FOR GRANT FUNDS FOR MEASURE A PROJECTS\nAND PROGRAMS\nThe City Council is requested to adopt a resolution and execute the Measure A\nAnnual Allocations Agreement in order for the City to access the Annual Allocation\nfunds.\nRecommendation:\n1. Adopt Resolution No. 24-5784, which approved blanket authority to file\napplications with the Los Angeles County Regional Park and Open Space\nDistrict (RPOSD) for Measure A Funds for projects and programs; and\n2. Authorize the City Manager, or his designee, to conduct all negotiations, and\nto execute and submit all documents including, but not limited to, applications,\nagreements, amendments, payment requests and so forth, which may be\nnecessary for the completion of projects or programs.
