ADOPT RESOLUTION NO. 25-04 ESTABLISHING PRIMA FACIE SPEED\nLIMITS ON CITY STREETS Adoption of Resolution No. 25-04 will\nestablish speed limits on certain streets throughout the City of Tustin\nbased upon an engineering and traffic survey as required by the California\nVehicle Code.\nRecommendation: It is recommended that the City Council adopt\nResolution No. 25-04 establishing Prima Facie Speed Limits on certain\nstreets throughout the City of Tustin. RESOLUTION NO. 25-04 A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,\nCALIFORNIA, ESTABLISHING PRIMA FACIE SPEED LIMITS ON\nCERTAIN CITY STREETS Fiscal Impact: Updating signs in accordance\nwith adoption of Resolution No. 25-04 will cost approximately $10,000.\nAdequate funds have been budgeted and appropriated in the Public\nWorks FY 2024-25 operating budget.

RESOLUTION DECLARING ASSESSOR’S PARCEL NUMBER 401-583-\n01 AS EXEMPT SURPLUS LAND Resolution 25-02 will declare\nAssessor’s Parcel Number 401-583-01 as exempt surplus land pursuant\nto California Government Code Section 54221 (f)(1 )(B) and the Final\nUpdated Surplus Land Act Guidelines Section 103(c)(3).\nRecommendation: It is recommended that the City Council take the\nfollowing actions: 1. Adopt Resolution 25-02: A RESOLUTION OF THE\nCITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, DECLARING\nCERTAIN REAL PROPERTY COMPRISED OF ASSESSOR'S PARCEL\nNUMBER 401-583-01 AS EXEMPT SURPLUS LAND PURSUANT TO\nCALIFORNIA GOVERNMENT CODE SECTION 54221(f)(1)(B) AND THE\nFINAL UPDATED SURPLUS LAND ACT GUIDELINES SECTION 103(c)\n(3). 2. Authorize the City Manager to submit the appropriate\ndocumentation to the California Department of Housing and Community\nDevelopment in connection with the Resolution. 7. RESOLUTION DETERMINING THE NEED TO CONTINUE THE\nPROCLAIMED LOCAL EMERGENCY RELATED TO THE NAVY NORTH\nHANGAR At its meeting on November 10, 2023, the City Council ratified\nthe Acting City Manager’s Proclamation of Local Emergency related to the\nfire at the Navy’s North Hangar and release of chemicals of public health\nconcern, including asbestos. At a special meeting of the City Council on\nJanuary 9, 2024, and at its regular meetings on March 5, 2024, April 16.\n2024, June 4, 2024, June 18, 2024, July 16, 2024, August 20, 2024,\nOctober 15, 2024, and December 3, 2024, the Council reviewed and\ndetermined the need to continue the local emergency. This item\nrecommends that the City Council once again review and determine that\nthe need exists to continue the local emergency, as required by State law.\nRecommendation: It is recommended that the City Council adopt\nResolution 25-06 determining the need exists to continue the local\nemergency related to the fire and release of chemicals of public health\nconcern from the Navy’s North Hangar, in the form attached hereto as\nAttachment 2. RESOLUTION 25-06 A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, DETERMINING THE\nNEED TO CONTINUE LOCAL EMERGENCY RELATED TO FIRE AND\nRELEASE OF HAZARDOUS MATERIALS FROM NAVY NORTH\nHANGAR Fiscal Impact: There is no direct impact from a determination\nthat a local emergency continues to exist. However, the proclamation of\nemergency may aid the City in qualifying for emergency assistance from\nFederal, State and local agencies in unknown amounts.

ZONE CHANGE 2024-0002, REMNANT PARCEL AT TUSTIN RANCH\nROAD AND INTERSTATE 5 FREEWAY The applicant, EBS Realty\nPartners, LLC, on behalf of The Irvine Company, is requesting a zone\nchange to assign a Planned Community Industrial zoning designation to\nan unclassified remnant parcel. This zone change is necessary to\nfacilitate a lot consolidation with the adjacent industrial property at 2441\nMichelle Drive. The Planning Commission held a public hearing on\nNovember 12, 2024, and adopted Resolution No. 4509, recommending\nCity Council adoption of Ordinance No. 1557 approving the zone change.\nRecommendation: That the City Council conduct first reading by title only\nfor Ordinance No. 1557 and set the second reading for the next available\nCouncil meeting. ORDINANCE NO. 1557 AN ORDINANCE OF THE CITY\nCOUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING ZONE\nCHANGE 2024-0002, ESTABLISHING A PLANNED COMMUNITY\nINDUSTRIAL ZONING DESIGNATION AND SUBJECT TO THE IRVINE\nINDUSTRIAL COMPLEX PLANNED COMMUNITY DISTRICT\nREGULATIONS FOR A 2.14-ACRE VACANT PARCEL (ASSESSOR\nPARCEL NUMBER (APN) 432-391-59) Fiscal Impact: The action has no\nfiscal impact as it does not involve development at this point in time.
