12.\nApproval to execute an Interconnection Agreement (“IA”) with Kern River Gas Transmission\nCompany (“KRGT”) for a natural gas pipeline interconnection, meter station facilities,\nodorizer, and Victorville Municipal Utility Services (“VMUS”) pipeline extension construction\nproject with an environmental exemption located at the Southern California Logistics Airport\n(“SCLA”)\nRecommendation:\nThat the Honorable City Council:\n(1) Find the project categorically exempt from environmental review under the California\nEnvironmental Quality Act (“CEQA”) pursuant to CEQA Guidelines Sections 15301 (Existing\nFacilities) and 15303 (New Construction or Conversion of Small Structures) and approve\nthe filing of the attached Notice of Exemption;\n(2) Adopt Resolution No. 23-008 approving an additional appropriation for the Gas Utility\nFund for Fiscal Year 2022-2023 annual budget; and\n(3) Approve the Interconnection Agreement with KRGT in an amount not to exceed\n$1,112,171 and authorize the Mayor to execute the agreement, subject to such non-\nsubstantive changes as may be necessary and approved by the City Manager and the City\nAttorney prior to said execution.

14.\nConsideration of Resolution Nos. 23-007 and VWD 23-001 approving Joint Community\nFacilities Agreements by and among Community Facilities District No. 4 of the Adelanto\nElementary School District, the City of Victorville, the Victorville Water District, and D.R.\nHorton Los Angeles Holding Company, Inc\nRecommendation:\nThat the Honorable City Council and the Honorable Board of Directors of the Victorville\nWater District adopt Resolution Nos. 23-007 and VWD 23-001, respectively, which:\n(1) Approve the Joint Community Facilities Agreements by and among Community Facilities\nDistrict No. 4 (“CFD No. 4”) of the Adelanto Elementary School District (“School District”),\nthe City of Victorville (“City”), the Victorville Water District (“Water District”), and D.R. Horton\nLos Angeles Holding Company, Inc. (“D.R. Horton”), attached thereto as Attachment B and\nAttachment C, subject to such non-substantive changes as deemed appropriate by the City\nManager in consultation with the City Attorney and the Water District General Manager in\nconsultation with the Water District Counsel;\n(2) Authorize the Mayor and President of the Water District Board of Directors to execute\nthe agreements; and\n(3) Further authorize the City Manager, the Water District General Manager, and other\nauthorized City and Water District officers and officials to take such actions and execute\nsuch documents and certificates as may be necessary to effectuate the purposes of said\nJoint Community Facilities Agreements.
