Advanced Metering Infrastructure Project Contract Award and Amendment No. 1 to\nthe Neptune 360 Software General Services Provider Standard Agreement\nRecommendation:\nThat the Honorable City Council/Board of Directors:\n(1) Adopt Resolution No. VWD 25-009 Waiving Competitive Bidding Requirements\npursuant to Victorville Municipal Code Section 2.28.230, designating Ferguson\nEnterprises, LLC as the sole source vendor for the Advanced Metering\nInfrastructure Network Installation (Project ESC25-035);\n(2) Award a Construction and Professional Services Provider Agreement to\nFerguson Enterprises, LLC in the amount not-to-exceed $739,070 for Project No.\nESC25-035, which includes installing elevated towers, placing Gateway Data\nCollectors at designated locations, and integrating the necessary IT infrastructure\nas part of the final phase of the Advanced Metering Infrastructure (AMI) system\nproject; and\n(3) Approve Amendment No. 1 to the General Services Provider Standard\nAgreement with Ferguson Enterprises LLC, for Neptune 360 Software Services\n(Project ESC24-113), increasing the total compensation amount by $184,763.78 for\na total contract amount not to exceed $250,533.

Law Enforcement Contract #94-909-A-54, Memorandum of Understanding with the\nVictor Elementary School District to Fund School Resource Officers and Agreement\nBetween the City of Victorville and Macerich Victor Valley, LP\nRecommendation:\nThat the Honorable City Council:\n(1) Approve the Fifty-Fourth Amendment to Law Enforcement Contract #94-909-A-\n54 for the period of July 1, 2025, through June 30, 2026, and authorize the Mayor\nor her designee to process all documents required for this agreement;\n(2) Approve the Memorandum of Understanding (MOU) by and between the City of\nVictorville and the Victor Elementary School District (VESD) for the same period to\nfund School Resource Officers and authorize the City Manager or his designee to\nprocess all documents required for the agreement; and\n(3) Approve the agreement by and between the City of Victorville and Macerich\nVictor Valley, LP (Macerich) for one Deputy and authorize the City Manager or his\ndesignee to process all documents required for the agreement.

Wellness Center Consultant/Professional Services Provider Agreement\nconsolidation to a single operator with associated actions that include current\nshelter operator 30-Day Notice of Termination and an amended scope of work to\ninclude shelter operations for Symba Center\nRecommendation:\nThat the Honorable City Council take the following actions:\n(1) Approve the transition from a dual-operator model to a single-operator model;\n(2) Authorize the City Manager to issue a 30-day notice of service termination to\nHope the Mission per the terms outlined in the existing Consultant/Professional\nServices Provider Agreement;\n(3) Approve a Consultant/Professional Services Provider Agreement with Symba\nCenter for: a 36-month term in an amount not to exceed $8,931,792.50 to serve as\nthe sole Shelter Operator of the Wellness Center and expend Encampment\nResolution Funding – Round 3 (ERF-3) over a 24-month period in an amount not to\nexceed $1,374,920, effective July 1, 2025;\n(4) Authorize non-substantive changes to the Consultant/Professional Services\nProvider Agreement, if necessary, as agreed upon by the City Manager and City\nAttorney; and\n(5)Direct staff to initiate and oversee a comprehensive transition plan, ensuring\nuninterrupted client services and compliance with shelter operational standards.

Annual Confirmation of Maintenance Assessment District for Fiscal Year\n2025/2026\nRecommendation:\nThat the Honorable City Council:\n(1) Approve Resolution Nos. 25-024, 25-027, 25-030, and 25-033 authorizing the\ninitiation of proceedings for the annual levy of assessments for the Maintenance\nAssessment Districts, Drainage Facilities Assessments Districts, Landscaping\nMaintenance Assessment Districts, and the City-Wide Streetlight Assessment\nDistrict for Fiscal Year 2025/2026;\n(2) Approve Resolution Nos. 25-025, 25-028, 25-031, and 25-034, preliminarily\napproving consolidated Engineer’s Reports filed in support of the levy of\nassessments for Fiscal Year 2025/2026; and\n(3) Approve Resolutions Nos. 25-026, 25-029, 25-032, and 25-035 declaring its\nintention to levy the maintenance assessment districts for Fiscal Year 2025/2026\nand setting a Public Hearing date of June 3, 2025.​
