2. Award of Construction Contract and Notice of Exemption for VMUS Gas\nImprovement Project – Phase 5\nRecommendation:\nThat the Honorable City Council:\n(1) Open and conduct the Public Hearing, receive testimony regarding the proposed\nCapital Improvement Project (CIP) and CEQA Notice of Exemption;\n(2) Close the Public Hearing;\n(3) Approve the CEQA Notice of Exemption and authorize staff to file the notice with\nthe Office of Planning & Research and the County Clerk; and\n(4) Award a construction contract to A.M. Ortega Construction, Inc., in the amount of\n$181,052.42 for the VMUS Gas Improvement Project - Phase 5.\nCONSENT CALENDAR

Approval of the North American Energy Standards Board Base Contract and\nSpecial Provisions (“NAESB”) for the Sale and Purchase of Natural Gas with EDF\nTrading North America, LLC.\nRecommendation:\nThe Honorable City Council:\n(1) Approve the North American Energy Standards Board Base Contract, Special\nProvisions to the Base Contract, Credit Support Addendum, and Special Provisions\nto the Credit Support Addendum (collectively, the “NAESB”) with EDF Trading\nNorth America, LLC. “EDF” for natural gas supply and related services and\nauthorize the City Manager to execute the agreement; and\n(2) Allow the City Manager and/or his/her designee to execute transaction\nconfirmations under the NAESB contract for procurement of firm gas supply not to\nexceed the City Manager’s Purchasing Authority pursuant to Ordinance No. 2381.

21. Standard Sublease Agreement for Buildings 676, 677 and 678 by and between the\nSouthern California Logistics Airport Authority and The Boeing Company\nRecommendation:\nThat the Southern California Logistics Airport Authority (“SCLAA”) Board of\nDirectors:\n(1) Approve entering into a Standard Sublease Agreement for Buildings 676, 677\nand 678 (“Agreement”), by and between the SCLAA and The Boeing Company,\n(“Boeing”); and\n(2) Authorize the Executive Director to execute said Agreement; and\n(3) Adopt Resolution No. SCLAA 25-011 amending the 2025/2026 budget\nincreasing budgeted revenue in Airport account 4501111A-45200 by $9,881.40 and\nbudgeted revenue in Airport account 4501112A-45200 by $50,052.02 and\ndecreasing budgeted revenue in Airport account 4501110A-45200 by $110,915.98.
